The Asian Infrastructure Investment Bank (AIIB) is a multilateral development bank whose mission is Financing Infrastructure for Tomorrow in Asia and beyondinfrastructure with sustainability at its core. The Sectors, Themes and Finance Solutions Department (STF) drives the development of technical excellence and expansion of financing knowledge across sectors and themes to support AIIB’s sovereign and non-sovereign investment operations. It performs a forward-looking role in shaping the direction and impact of AIIB investment operations, initiating and carrying out upstream work to support and incubate new initiatives, in frontier technologies, PPP advisory, and other productive sectors. STF focuses on ensuring that the investment operations fully align with the Bank’s corporate strategy and support the Client Departments (CDs) in implementing relevant sectoral strategies and thematic priorities to maximize the development impact. It plays a leading role in introducing and operationalizing new products and financing modalities before they are mainstreamed by the CDs. STF represents the Bank in international forums to discuss sectoral, thematic, and financing issues, establishing and branding AIIB as a premier development institution by actively networking with other development partners and contributing to the global development agenda. STF contributes to cross-bank roles including reporting, branding, and upstream engagement.
The Manager – Investment Solutions leads and oversees the unit’s overall business, as well as supports the Director General, STF to lead the identification and processing of the solutions, ensure key issues are considered, and supervise junior to senior staff in the unit.
Responsibilities:
- Lead the new business line development. Identification and justification of new products and new technologies that meet client needs, generate development impact and align with Bank’s mandate, and when necessary, demonstrate through pilot projects.
- Lead the rollout of the newly approved Climate Policy-based Financing modality, working closely with the core team.
- Lead the development of sector-, client- and project-specific solutions in line with AIIB’s mandate and which demonstrate AIIB’s ability to provide value-add, including the PPP advisory service and upstream policy support to Climate Policy Based Financing, emergency response solutions, climate financing, nature-based solutions, blended finance structures, and project development facilities among others.
- Coordinate to provide technical and financial expertise on a needs basis to support PTLs in the structuring and execution of new and existing products including client engagement on product options/suitability.
- Coordinate to assign climate specialists to project preparation in meeting AIIB’s climate commitments.
- Oversee operational knowledge building and instrument development, maintain and share knowledge on lessons learned from the investment operations and emerging best practices.
- Lead the provision of knowledge and pilot products, identifying value-add, impact and implementation issues.
- Manage corporate product communications to ensure effective setting of client expectations, e.g. on website, promotional material, etc.
- Lead the provision of strategic, cross-cutting and deep expertise across the product range.
- Lead the integration of the latest research on industry, financial and regional trends with deep product analysis. Leverage this to advise on early-stage client engagements to facilitate optimal product/structuring.
- Lead the aggregation and dissemination of operational knowledge on products, cross-cutting trends and emerging solutions and new product options.
- Lead the coordination and production of analysis of product performance across financial and other dimensions.
- Lead setting of key strategic metrics (inc. RAROC) to guide IO delivery of strategic objectives.
- Supervise and mentor the team, supporting DG/STF.
Requirements:
- Master’s degree or equivalent in engineering, project management, or other related fields.
- Minimum of 10 years of MDB experience and altogether 20 years of international working experience, including hands-on experience in designing and processing projects.
- Strong knowledge of procurement, safeguards, consultant recruitment, and project management, preferably in infrastructure sector operations.
- Excellent project management skills, with the ability to plan, self-manage, and lead initiatives independently and with multi-disciplinary teams.
- Attitude of striving for results (meeting deadlines, solving problems, delivering projects) and helping others to achieve results.
- Demonstrated experience in liaison with government officials, non-government agencies, technical specialists, and staff from development partners.
- A proven track record for delivering high-quality work with accountability, and an ability to meet deadlines and prioritize tasks.
- International experience working in development in several countries.
- Strong stakeholder engagement, report-writing, oral and written communication skills in English.
