Organizational Setting and Reporting Relationship
The position of Director, Climate Change is assigned to the Climate Change, Resilience and Environment Cluster (CCRE) within the Climate Change and Sustainable Development Department (CCSD). You will be based at our Headquarters in Manila, Philippines.
You will report to Senior Director, CCRE and will oversee international, national, and administrative staff who administer and implement climate change adaptation projects and support project processing for ADB’s developing member countries (DMCs). You will coordinate closely with the Director, Climate Change, who represents ADB in the MDB Heads of Climate group.
Your Role
As Director, Climate Change, you will provide intellectual leadership in the implementation of ADB’s climate change adaptation agenda and operations, ensuring enhanced integration of climate change adaptation in country partnership strategies and projects, integration of climate change adaptation in ADB operations, and enabling support to ADB’s DMCs in enhancing their climate change adaptation. You will coordinate closely with other directors including those directors under CCRE.
This will particularly involve (i) ensuring that ADB is in step with new and emerging directions, policies, programs, and technical innovations of relevance to ADB’s work; (ii) providing strategic insights to Management and Senior Staff on key developments on addressing climate change and building resilience, including ADB contributions to the Sustainable Development Goals (SDGs), and other relevant regional and global commitments; (iii) enhancing visibility of ADB’s operations and new initiatives on climate change adaptation through outreach and partnerships; (iv) serving as internal focal point for all strategy and policy matters that cut across climate change adaptation; (v) ensuring that the knowledge on the subject is captured, stored and shared across ADB and is responsive to the needs of ADB operations; and (vi) making contributions to ADB’s Organizational Resilience by broadening and deepening ADB staff capacity and skills to mainstream climate change adaptation into operations through training and other capacity building events.
You will:
a. Leadership and strategic management
- Provide strategic inputs and advice to Management and senior staff on the latest climate change adaptation policies, strategies, programs, and innovations of relevance to ADB’s operations.
- Lead the monitoring and tracking of international and regional policy frameworks for enhancing the response of ADB DMCs to agreements and commitments.
b. Operational Advice and Support
- Provide guidance and support to CCSD and operations departments to identify and develop climate change adaptation interventions at country, regional, sector, and project level.
- Lead a team of specialists to support operations departments and DMCs in identifying risks and liabilities resulting from climate change adaptation and implementing strategic approaches.
c. Knowledge Generation and Sharing
- Strengthen global and regional partnerships and inter-agency relations and assist in the development of public-private-civil society partnerships on climate change adaptation.
- Represent ADB at key international meetings and prepare and deliver presentations that highlight ADB’s work in climate change adaptation.
- Support the development and dissemination of good practice on climate change adaptation to strengthen understanding, including in ADB DMCs, of issues and solutions pertaining to underlying risk drivers and the opportunities afforded through investments in climate change adaptation.
- Lead the identification and implementation of training programs in climate change adaptation for ADB staff as part of ADB’s staff development program; organize internal and external training and briefing sessions on relevant topics; and share information on conferences and training opportunities.
d. Staff Supervision
- Provide leadership, support, and supervision to reporting staff.
- Provide input on the performance of all reporting staff to the Senior Director, Climate Change, Resilience, and Environment.
- Ensure the ongoing learning and development of reporting staff and career development advice to all staff.
Qualifications
You will need:
- Master’s Degree, or equivalent, in economics, energy/environmental/civil engineering, environmental economics, environmental policy, or other related fields; or University degree and at least 10 years specialized experience relevant to the position can be considered.
- At least 15 years of relevant professional experience in climate change adaptation policy, strategy, and operations work, or related environmental/sustainable development work. International experience working in several countries.
- Understanding of climate change negotiation history, global sustainability frameworks and concepts of green development, and country policy positions.
- Understanding of climate change adaptation in a development context.
- Understanding of multilateral development banks and their strategic objectives on climate change adaptation.
- Knowledge of DMC policy and regulatory frameworks for development.
- Strong multi-disciplinary competence and experience in leading multi-disciplinary teams. Has proven management capability and well-established leadership track record in international institutions.
- Strong track record of being a proven team player and open to new initiatives.
- Cumulative knowledge, experience and fundamental understanding of diverse concepts, principles and practices, and ability to share knowledge to benefit the ADB and the wider international community.
- Excellent written and verbal communication skills in English is required.

Additional Information
This is a fixed term appointment or assignment for senior staff, for a period of 3 years. This opening is open to internal and external applicants.
If you are selected as an external candidate, the appointment may be extended for a period of up to 3 years per extension, or not renewed. In case of extension, staff may continue in the position for another term of up to 3 years.
At the end of the initial period, ADB, as its discretion may: (a) renew a fixed term appointment or assignment, or (b) not renew a fixed term appointment.
Fixed-term appointments or assignments for senior staff are subject to terms and conditions determined by ADB as indicated in all relevant policies.
