Duties and Responsibilities

BACKGROUND This consultancy is based in the Office of Legal Affairs (OLA) of the International Seabed Authority in Kingston, Jamaica. The International Seabed Authority (ISA) is an international organization established under the United Nations Convention on the Law of the Sea (UNCLOS) and the 1994 Agreement relating to the Implementation of Part XI of the United Nations Convention on the Law of the Sea. The ISA is the organization through which States Parties to UNCLOS shall, in accordance with the regime for the seabed and ocean floor and subsoil thereof beyond the limits of national jurisdiction (the Area) established in Part XI and the 1994 Agreement, organize and control activities in the Area, particularly with a view to administering the resources of the Area. PURPOSE The contract aims to provide support to the first part of the 30th session of the Council regarding the revision of the consolidated text as well as assist the office of legal affairs during the intersessional period. DUTIES AND RESPONSIBILITIES Under the supervision of the Senior Legal Officer and with the overall guidance from the Legal Counsel of the ISA, the Individual Contractor shall undertake the following tasks:

To assist with assigned tasks, including the following specific activities:

  • Drafting relevant information notes and working papers, drafting official documents for the first part of the 30th session of the Authority.
  • Assisting with organization of the meetings of the first part of the 30th session of the Authority, including any inter-sessional webinars of the Council in relation to the Draft Exploitation Regulations.
  • Assisting with information required for the inter-sessional working groups.
  • Managing the website information in respect of proposals received from stakeholders and assisting with reorganizing the page on the Mining Code with directions from the Legal Officer.
  • Collating comments from stakeholders and prepare marked-up texts for the use of the revised consolidated text, including comments received, orally and in writing for the first and second part of the 29th session and providing other assistance in drafting relevant documents for the Draft Exploitation Regulations.
  • Aiding in development of draft Standards and Guidelines.
  • Any other assignments requested by the Senior Legal Officer. MONITORING During the duration of the contract, the Contractor will seek guidance from the Senior Legal Officer and the Legal Counsel of the ISA who will confirm deliverables.

Qualifications/special skills

  • Advanced university degree in law (master’s degree or equivalent), preferably in the International Law, the Law of the Sea, and the law of International Organizations is required.

Languages

  • English and French are the working languages of the International Seabed Authority. For the position advertised, fluency in English is required. Knowledge of another official language of the United Nations is desirable.
