The main aim of the FAO country offices, which are headed by an FAO Representative (FAOR), is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner. For the period 2022-2026, the FAO Office in Zimbabwe is supporting Government efforts through the Country Programme Framework (CPF) which is based on three pillars:
- Promotion of inclusive and sustainable agrifood systems to address food security and nutrition
- Building resilience to climate change, agricultural threats and crisis;
- Sustainable management of natural resources and environmental protection.
This position will assist FAO in delivering the antimicrobial resistance (AMR) projects in Zimbabwe. The position is located in Harare, Zimbabwe.
The level of the position is SC7.
Reporting Lines
The Monitoring and Evaluation (M&E) Specialist will work under the overall supervision of the FAO Representative in Zimbabwe, and direct administrative supervision of the AFAOR-Programmes and technical supervision of the AMR National Project Coordinator. Further supervision will be provided by FAO Head Quarters, SFS Livestock Development Officer and the designated Lead Technical Officer as required. Supervision received is focused on the quality of the work performed and provides for on-the-job learning. The incumbent will work in close collaboration with other relevant officers at national and subregional level.
Technical Focus
- The M&E Specialist will assist in reviewing, adapting, and implementing the monitoring and evaluation system for the AMR country grant. They will also develop and implement the M&E system for the AMR country grant, ensuring it includes specific gender indicators, integrates with the project monitoring framework, and is linked to the budgeting and financial reporting system.
Tasks and responsibilities
- Contribute to Project Formulation and Preparation: Assist in developing project proposals, documents, reports, and strategic plans, including technical review.
- Provide Technical Guidance: Support the institutionalization of strategic planning and budgeting processes by developing targets and indicators.
- Generate Information on Impact/Performance: Track progress against set objectives and targets, and communicate results to stakeholders, including beneficiaries, government ministries, and donors.
- Improve Programme Planning and Implementation: Enhance evidence-based learning and accountability to sustainably improve programme planning, budgeting, and implementation management.
- Guide Evidence-Based Decision Making: Oversee the collection, analysis, and use of evidence-based information to inform management and improve learning and results.
- Support Adaptive Management: Provide learning for adaptive management and design new programmes based on monitoring results, advising on corrective actions if needed.
- Conduct Research and Impact Studies: Facilitate and participate in research initiatives and impact studies on specific issues related to the programme.
- Coordinate Reporting: Coordinate reporting with other UN agencies and partners to ensure monitoring systems are properly designed and data collection and analysis are standardized.
- Support FAO Corporate Reports: Assist in preparing Annual Reports, work planning and updates, monitoring and reviews, and compliance to rules and regulations.
- Facilitate Project Evaluations: Lead or support baseline, mid-term/review, and endline/impact assessments.
- Lead Compliance Team: Ensure compliance with operational partners’ project implementation, progress reports, financial management, and other aspects.
- Disseminate Knowledge: Contribute to the dissemination of knowledge, findings, conclusions, and recommendations from monitoring and evaluation activities.
- Provide technical support and data to members of the AMR working group
- Provide technical advice to the country office and support, backstop, and facilitate implementation of One Health or animal health and production projects
- Support the reporting against the One Health, livestock, animal health and production and relevant outputs, indicators, results and activities for the 2024-2025 biennial work plan
- Perform any other related duties as required
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
- Master’s degree in Project Management, Monitoring and Evaluation, Agricultural Economics, Development Studies, Natural resource management, Agricultural Statistics, or a related field.
- A minimum of 5 years of experience in monitoring, evaluating, and reporting on project implementation.
- Working knowledge of English language (level C)
- A National of Zimbabwe
