Context

The Regional Office for Europe and Central Asia (ECARO) supports Country Offices and Governments to advance towards the full realization of all child rights across the region. The Regional Office plays both a technical advisory and oversight role, guiding country offices in designing, implementing and documenting results for children. The International Human Resources (HR) Officer, under the supervision of the HR Specialist, will support the implementation of the 2024-2025 ECAR Learning Strategy, creating a framework for planning, tracking and evaluation learning initiatives steered by the Strategy, developing implementation toolkits that can be used throughout the region, and providing overall support to ECARO HR in building and sustaining an effective learning and development culture.

 

Task description

• Support the implementation of the ECAR’s Regional Learning Strategy throughout the region. • Support the planning, design and delivery of learning initiatives approved by the Regional Human Resources Development Committee for 2024 and 2025. • Understand UNICEF’s Global Learning offerings and support the implementation in the region. • Support in the design and roll-out of the ECAR induction for new staff and personnel, complementing the global induction. • Support the design and launch of a toolkit for Country Office HRs to create Annual Learning Plans that are in line with the Country and Regional results priorities. • Create content for the ECAR Learning Intranet page (Sharepoint), ensuring it is consistently updated with relevant information. • Support the monitoring and evaluation of the ECAR learning offerings, collecting, analyzing and reporting on data. • Create communication pieces about the implementation of the learning strategy, the description of learning programmes, invitations for participants and reporting of results. • Supports the implementation of career development initiatives. • Develops Terms of References for individual consultants or institutions, supporting the recruitment, selection and management of external vendors. • Liaise with training facilitators and coaches, ensuring smooth delivery of programmes. • Performs other duties as required. Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities: – Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day, 5th of December). – Be acquainted with and build on traditional and/or local forms of volunteerism in the host country. – Provide annual and end of assignment self-reports on UN Volunteer actions, results and opportunities (for instance at https://vra.unv.org), – Contribute articles/wrjte-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc. – Assist with the UNV Buddy Programme for newly arrived UN Volunteers. – Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Requirements

Required experience

3 years of experience in human resources, learning and development, or career development is required. – Excellent written and verbal communication in English is required. – Proficiency in using the Microsoft Suite products (MS Word, MS Excel, MS PowerPoint, MS Forms, MS Sharepoint) is required. – Solid data and analytical skills, with the ability to interpret and draw meaningful insights is required. – Excellent interpersonal skills, cultural and social self-awareness, and the ability to work inclusively and collaboratively with a range of partners is required. – Ability to work and adapt professionally and effectively in a challenging environment, and the ability to work effectively in a multicultural team of international colleagues is a requirement. – Experience in change management and in developing and sourcing learning programmes for HR is an asset. – Experience facilitating trainings is an asset. – Experience working in the United Nations or specifically in UNICEF is an asset.

The UN Volunteer will be based in Istanbul and responsible for arranging her/his own housing and other living essentials. The full entitlements at the duty station: https://app.unv.org/calculator. The complete UN Volunteer Conditions of Service: https://explore.unv.org/cos The Summary of UNV Entitlement (International Specialist): • Volunteer Living Allowance-VLA (per month): approximately USD 2,702 • Accommodation supplement (per months): of monthly living allowance (appx. USD 540) when residing in Istanbul Please note that the amounts can vary according to fluctuations of the monthly post adjustment. • Entry lump sum (one-time payment): USD 4,000 • Exit allowance (per month): USD 225 (when successful completion of the assignment) • Dependent allowance and insurance: When residing in Istanbul together and confirmed as the eligible dependent(s) • Medical, dental, life and disability insurance: Cigna Private Insurance • Annual leave: 2.5 days accrued per calendar month • Free access to different learning platforms and UN & UNV network Notes: 1) The allowances are in no way to be understood as a compensation, reward or salary in exchange for the volunteer work. 2) It’s important to note that UNV assignments are volunteer assignments, not employment.
