Global Corporate Solutions and Corporate Real Estate 
Reporting directly to the Managing Director and World Bank Group Chief Administration Officer (MDCAO), Global Corporate Solutions (GCS) brings together the functions of Corporate Security, Corporate Real Estate, and Corporate Services (such as food services, printing, travel, conferences, and translation and interpretation).

GCS’s Corporate Real Estate (GCSCR) division plays a crucial role in supporting IBRD, IDA, MIGA, and ICSID by developing and operating their real estate demands worldwide. GCSCR’s primary purpose is to create safe, cost effective, sustainable, and functional real estate solutions, enabling business units to perform their work program in line with the WBG’s mission to create a world free of poverty on a livable planet.

To achieve its purpose, GCSCR led by the Senior Manager, is structured into three divisions: (i) HQ Real Estate Development and Management (GCSHQ), which covers facilities based in Washington, DC, (ii) International Real Estate (GCSIR), responsible for facilities located overseas, and (iii) Corporate Real Estate,  Center of Excellence (CoE) which serves as a central hub of expertise driving operational excellence, enhancing efficiency, and ensuring the successful execution of initiatives. 

GCSCR is comprised of approximately 100 staff, leverages over 500 contractors, and manages an annual facilities capital investment plan of about $155 million globally. GCSCR works closely with the Regions on the Bank’s more than 190 locations. 

Job Description 
The Senior Project Manager International Real Estate (GCSIR) handles major components of facilities projects, comprising acquisition, design, and construction of Bank’s offices around the world. He or She work closely with other Senior/Project Managers in the unit, with managers at all levels at Headquarters and Country Offices, regional portfolio leads, internal business units and service providers, attorneys, real estate brokers, landlords, furniture and equipment manufacturers, architectural, engineering and project management firms, and construction contractors.

The position is based in Paris, France and will report to the Manager, International Real Estate (GCSIR). 
 
Duties and responsibilities include, but are not limited to: 
• Delivering the work program under the direction and advice from IR Manager, utilizing designated systems and procedures for documentation and tracking. 
• Resolving scope of required resources and mobilizes them from within/outside the Bank.
• Identifying, inspecting and evaluating alternative sites and buildings, and determining their suitability for the Bank’s requirements and needs.
• Assisting with interaction with internal and external counsel as well landlords and property owners.
• Conducting review of terms and conditions of construction related  proposals and assisting in formulating strategy for service acquisitions relating to design, engineering, construction and project management services.
• Setting the project schedule and leads the planning, design and construction process, coordinating inputs from Bank units and outside firms on all aspects of the project from inception through final completion.
• Responsible for quality control and formulation of project outline and specific project proposals for forwarding to BPS for funding. 
• Providing input to governance process and documentation as required, referencing the policies and procedures governing real estate investments, and cost sharing arrangements with other international finance institutions or international organizations.
• Supporting the selection of design consultants, contractors and specialty consultants for projects, and coordinates and directs all implementation activities and resources. Analyzes needs, identifies potential issues, and develops optimal solutions considering user requirements, technical constraints, resource availability, Bank policies and standards.
• Managing the preparation of construction plans, specifications and contract documents.
• Responsible for coordinating with business units including IT, Security, Procurement, HSD etc, and with Client(s) within IBRD, and IFC, and IMF, if applicable.
• Developing and monitoring the project budget and schedule and takes appropriate corrective action when needed to adhere to the pre-established budget and schedule.
• Assuring the final completion and timely occupancy of projects in a cost-effective manner.
• Approving invoices submitted by vendors/contacts and prepares the required documentation for payments.
• Oversees and monitors post-occupancy activities.
• In addition to the above, this role serves as the Senior Project Manager for large, complex, ground-up construction projects.   
• Leadership and team management responsibilities as a Senior member of the IR team. 

 

Selection Criteria

• A master’s degree, preferably MA/MS or M. Eng. (Architectural, Civil, Mechanical or Electrical Engineering) with five years of relevant experience or a bachelor’s degree in combination with 10 years of qualifying experience may be accepted in lieu of the master’s degree.
• Certified PMP (Project Management Professional) essential. 
• Has relevant experience working on projects in developing nations.
• Detailed knowledge of building design and construction.
• Proficiency in written and oral English is required. Other language proficiencies will be advantages. 
• Demonstrated Project Management experience in emerging/developing markets.
• Has robust negotiation skills, including working experience planning and preparing negotiations, setting clear objectives and tactics to achieve them.
• Confirmed Architectural and Engineering Skills. Understands architectural design concepts, construction, mechanical or design engineering, sustainability principles, building systems and equipment as applied to large comprehensive construction and renovation projects.
• Has basic knowledge of institutional interior design theory and practices.
