Role objectives

Purpose of the Role:

Under the supervision of the Cross-Cutting Specialist/AAP Specialist, the AAP Officer is responsible for strengthening AAP activities across Health Cluster partners (including WHO partners), by providing contextualized trainings for national, regional and district level actors; advancing the cluster and organization’s AAP research agenda (by training enumerators, undertaking focus group discussions and other participatory research, helping NGO partners implement the revised Client and Patient Satisfaction Survey and other data-gathering tools); working with key actors such as Awaaz, AAP Working Group, Global Health Cluster Advisor, ICCT, implementing partners and others; and promoting access for the most vulnerable. 

     The incumbent will perform the following duties:

·Support the Health Cluster and WHO to implement a
shared vision for collective, gender-sensitive, inclusive Accountability to
Affected People (AAP) through the Health Cluster’s AAP strategy;

·Strengthen AAP activities across Health Cluster
partners (including WHO partners) with a focus on data-driven initiatives,
documentation of lessons learned and scaling up of best practices;

·Work with key actors such as Awaaz, AAP working Group,
relevant working groups, Health Cluster implementing partners and others to promote
health access for the most vulnerable;

·Advance cluster’s research agenda by training
enumerators, undertaking focus group discussions and other participatory
research;

·Help NGO partners to implement the revised Client and
Patient Satisfaction Survey and other data-gathering tools;

·Work with key partners to implement a broad research
agenda dedicated to delivering inter-cluster and intersectoral research
findings, with responsibility for developing projects according to the
intersecting thematic areas (e.g. health and nutrition; health and Water,
Sanitation, and Hygiene (WASH); health and shelter);

·Translate findings of AAP research into succinct
materials that can be used for advocacy, capacity building, community
empowerment and improvement of the health facilities;

·Design and provide contextualized trainings for
national, regional, provincial and district-level actors to address key gaps;

·Maintain information related to AAP on all current and
potential Health Cluster partners (including WHO partners), their AAP
capacities and areas of work, and regular updating of all Health Cluster
partners (Government, UN agencies, National and International NGOs) contact
details;

·Responsible for organizing the Health Cluster and WHO
AAP coordination meetings – agenda setting, taking minutes, updating attendees
on important issues and recommendations of the previous meeting. Follow up on
action taken.

·Be part of the regular needs/gap assessment missions
and support the field team, analyze the assessment report in close coordination
with Health Cluster Information Management (IM) team and Regional Health
Cluster Coordinators, identify priority health problems, always advocate for
people’s priority plan, risks and potential AAP initiatives to address these;

·Work closely with the Health Cluster IM team to update
AAP mapping of the health actors, available health services and resources;

·Support the development of Health Cluster sitreps,
monthly progress reports and bulletins;

·Participate in joint field visits for monitoring,
joint evaluation, and lesson-learning missions; and

·Any other task assigned by the Cross-Cutting
Specialist (AAP) and Health Cluster Coordinator.

Qualifications Required

·Essential: Degree from a recognized university in medicine, anthropology, social sciences, etc.

Experience

·At least 3 years of relevant experience in working
with the UN or NGOs 

·Working experience in complex emergency situations.
