Lebanon CO is aiming to scale up its U-Report through an office wide approach that focus on youth engagement, responds to affected populations, and disseminate information in relevance to the outbreaks/emergencies that has been taking place during the last years (COVID, Cholera) and the recurring emergencies that are taking place within the country. Hence is seeking suitably qualified consultants with experience in U Report/ Rapid Pro.
Under the overall guidance of the Chief of the Advocacy and Communication Section and the direct supervision of the Communication Officer, and in close coordination with members of the U Report Steering committee (YAD, SBC, and AAP), the U-REPORT Consultant will provide professional, technical, operational, and administrative support for the upscaling of the platform.
The main objectives for the assignment are:
- Provision of technical support for the Advocacy and Comms Section in managing U Report Lebanon platforms (U Report and Rapid pro), providing data analysis and regular reporting services.
- Implementation of the upscale strategy and sharing best practices to support UNICEF programmes both in development and emergency situations on how to capitalize on the U Report as a tool.
- Support the office in drafting a sustainability plan and deploying the U Partners component of the platform.
- Coordinate the U Report SoMe Channels (FB and Instagram pages) include publishing, advertising, and community management.
- Manage the U Report website including regular upload of content and update of stories.
- Coordinate the development of a database for young people that support content dissemination to youth audiences in Lebanon.

To qualify as an advocate for every child you will have…
- University degree in business administration, marketing, communication, digital communication, information management, computer science, or related fields is an asset.
- A minimum of 4 years of work experience in communication, marketing, social media, digital, or innovation’s software, RapidPro, engineering, data analysis, data visualization…
- Work experience with the UN, development or humanitarian fields is an asset.
- Fluency in English and Arabic is Required.
- Experience in Rapid Pro, flow development, website, social media, community management…
- Experience in coordinating with multi stakeholders in a timely manner, operationalizing comms plans and coordinating field missions for this purpose.
- Strong coordination, negotiation, and synthesis skills, and ability to navigate challenges in completing tasks and deliverables in a timely manner.
- Ability in conceptualize, plan and execute ideas as well as to transfer knowledge and skills.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
