Duties and Responsibilities

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system, and serves as an authoritative advocate for the global environment. Within UNEP, the Law Division works with international and non-governmental organizations, national and local governments, as well as business and industry to develop and implement policies, strategies, and practices that are cleaner and safer, incorporate environmental costs, use natural resources efficiently, reduce pollution and risks for humans and the environment, and enable the implementation of conventions and international agreements. The consultant will work under the direct and overall guidance and supervision of the OzonAction Interim Montreal Protocol Regional Coordinator – Southeast Asia Network and Pacific Island Countries Network and under the overall guidance of the Head of OzonAction, Law Division. The consultant shall carry out and successfully complete the following tasks: Project Component-1: Twinning Workshops Organization Phases Post Twinning Workshop Phase: – Follow-up with countries in the implementation of the outcomes of the Twinning Workshop – Prepare a final report for the Twinning workshop, in consultation and coordination with the CAP regional and global teams, to document and summarize the key takeaways, outcomes, and recommendations from the Twinning Workshop. The report will follow a format/template provided by UNEP and should provide a detailed overview of the workshop topics covered, the list of participants, workshop feedback survey results, and the recommendations/ key points discussed, as well as any action items or next steps identified during the workshop. Project Components 2& 3: Capacity Building Materials & Monitoring and Evaluation – In consultation with the CAP team, identify and engage technical experts from partner organizations to identify/ develop a set of required tools, capacity building, and information materials related to energy efficiency and low-GWP refrigerants that can be deployed and/or disseminated during the implementation of UNEP’s Multilateral Fund Projects and based on the needs identified in the needs assessment analysis report and the outcomes/ recommendations in the final report of each regional network Twinning Workshop. – Contribute to the overall project progress and completion reports, in consultation and coordination with the CAP regional and global teams, to provide an update on the progress made towards the project’s goals/ objectives and achieved results, as well as any lessons learned and recommendations/follow-up actions for future Twinning Workshop (Phase-II), the report format/ template will be provided by UNEP.

Qualifications/special skills

Minimum requirement of a bachelor’s degree in science, environment, engineering, business, public policy, or other relevant areas is required. Other academic qualifications, in combination with the qualifying 10 years of working experience in a related field may be accepted in lieu of the bachelor’s degree. – A minimum of 5 years of progressively responsible experience in the fields of environment, engineering, technology, chemistry, or a related field is required. This experience should demonstrate a strong understanding of relevant areas and expertise on the subject matter. – Experience working in or with Pacific Island countries, showcasing a deep understanding of the specific challenges and contexts associated with the regions is desirable. – Extensive experience in planning and managing workshops and training events, and in working with different stakeholders, as well as having very good communication and facilitation skills (Required). – Understanding of the Montreal Protocol, including comprehensive knowledge of the refrigeration and air conditioning sector, and related energy-efficiency topics (Required). – Strong policy and technical expertise related to the implementation of the Montreal Protocol in developing countries (Desirable). – Good understanding of national obligations arising from the Kigali Amendment under the Montreal Protocol, and other capacity building activities (Required). – Excellent writing skills with the ability to prepare clear, concise and well-structured reports (Required). – Strong organization skills with demonstrated ability to adhere to deadlines and to effectively prioritize tasks (Required).
