How can you make a difference?
Under supervision of the Chief of Education, support a Joint Sector Review and Develop an Action Plan and Monitoring and Evaluation Framework Linked to the NESP. The objective is to enhance sector coordination and NESP implementation by reviewing the NESP, developing an action plan and M&E framework, and providing recommendations to improve its implementation and alignment to government targets and needs. The consultant will work in close collaboration with the international consultant who will guide / coordinate the overall work for the joint sector review.
WORK ASSIGNMENT:
1. Contribute to the inception report which will be developed primarily by the international consultant and includes a summary of relevant documentation, approach, methodology, and work plan (10 days)
2. Facilitation of workshops with relevant stakeholders, including the submission of documentation of the workshops. The workshop logistics and costs will be borne by Grant Agent (20 days)
3. Write sections of the draft and final report reviewing the NESP (20 days)
The report must include:
- Assessment of the alignment of the NESP with the current government’s needs and aspirations
- An analysis of achievements of and bottlenecks in NESP implementation
- Provide recommendations to improve implementation
4. Write sections of the draft and final strategic action plan linked to the NESP (20 days)
This must:
- Clearly set out activity frameworks and responsibilities for implementation
- Include a monitoring and evaluation framework
5. Support drafting of the presentation including its translation into Tetum on the revised NESP with key highlights including the process (10 days)
DELIVERABLES:

3.1. Draft report and its presentation for comments and feedback
3.2. Final report (reviewing the NESP)
4.1. Draft report
4.2. Final report (strategic action plan linked to the NESP)
5. Final presentation
To qualify as an advocate for every child you will have…
- An advanced degree in education, social sciences, development studies and related fields.
- At least 5 years of experience conducting national strategic plan reviews in Education Sector.
- Experience in strategic and action plan development.
- Proven experience in research and monitoring and evaluation.
- Familiarity and experience working in the education sector in Timor-Leste will be an advantage.
- Demonstrated experience in conducting multi-sectoral consultations and conducting workshops.
- Strong communication and interpersonal skills.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
