JOB PURPOSE
This position leads the Social Security Branch (HRMOS) and is part of the Human Resources Division (HRM), located in HQ. Given the high specialisation of the position, the incumbent will in large be operating independently with minimum supervision. Guidance is primarily on strategic, policy and decision matters. The position reports directly to the Deputy Director (Operations), HRM.
The position ensures accurate and timely administration of all aspects related to social security including pension operational services, after-service health insurance and compensation for Service-Incurred illness, injury or death. The position has a wide span of intervention and collaboration, particularly with the HRM Information Systems Support and Reporting Branch; the Wellness Division (Insurance Unit and Medical Service); The Finance and Treasury Division, the Legal Oce, Administrative and Employment Law Branch; HR Ocers in WFP Regional Bureaux and Country Oces; and, externally with the United Nations Joint Sta Pension Fund (UNJSPF) and the Food and Agriculture Organization of the United Nations (FAO)/WFP Sta Pension Committee. The position requires the design of multiple outreach plans and new processes both in terms of digitalisation, automation and services and is key in identifying areas of concerns and improvement with the objective of providing more ecient services and minimizing nancial risks. The position also ensures that sta make informed decisions for their long-term benets, contributing to WFP’s reputation and duty of care.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Oversee the administration of pension matters for WFP sta starting from the sta members’ entry into the UNJSPF, through to separation from service, disability cases management, provision of updated information and transfer of contributions to the UNJSPF.
  • Provision of authoritative interpretations of UNJSPF Rules and regulations, guidance and advice to sta, participants and beneciaries with respect to operational practices and requirements for social security related benets.
  • Provide expert advice on social security matters (pension, after-service health insurance (ASHI), after-service Group Life, Accident and Disability Insurance (GLADI), compensation plan for service-incurred injury, illness or death, disability benets) to sta and retirees, including awareness and pre-retirement sessions.
  • Critically assess trends, especially those unique to WFP’s operating environment, to innovate and propose improvements relevant to WFP policies and procedures in relation to social security.
  • Design and plan implementation of new or improved services and processes with stakeholders across the organisation and with UNJSPF.
  • Play a key role in advocating for WFP needs within interagency fora, including the UN Pension Fund.
  • Ability to serve as Secretary of the WFP Advisory Committee on Compensation and Claims (ACCC) and WFP Deputy Secretary to the FAO/WFP Sta Pension Committee.
  •  Lead, guide and coach team members.
  •  Ensure compliance with UNJSPF and WFP applicable frameworks.
  • Take responsibility for incorporating gender perspectives in all areas of work, to ensure equal participation of women and men.
  • Other accountabilities, as required.

STANDARD MINIMUM QUALIFICATIONS
 

Education: Advanced university degree in Law, Business Administration, HR Management or other related eld or rst university degree with additional years of related work experience.

Experience: 8 years or more of post-graduate progressively responsible professional experience in Human Resources with a focus HR operational matters and particularly on administration of benets and entitlements and/or social security.

Required Knowledge and skills:

⦁ Sound theoretical and practical understanding of HR, pension and insurance concepts and principles with a broad knowledge of best practices, techniques and processes and specialised knowledge in a specic area.
⦁  Good communication skills with the ability to persuade, inuence, negotiate with the wide range of key
stakeholders and adapt communication style to dierent situations.
⦁  Ability to lead and coach teams
⦁  Strong initiative -taker and demonstrated ability to take independent decisions.
⦁  Ability to design develop, manage and implement HR policies, procedures and new programmes
⦁  Excellent client-orientation with a high sense of customer service
Language: Fluency (level C) in English language. Intermediate knowledge (level B) of a second ocial UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.

TERMS AND CONDITIONS

Non-Rotational Nature: mobility is and continues to be a core contractual requirement in WFP. This position is however classied as “non-rotational” which means the incumbent shall not be subject to the regular reassignment process unless the position is reclassied as rotational.
