Mission and objectives

The World Health Organization serves as the directing and coordinating authority for public health within the United Nations system. WHO seeks to promote health, ensure everyone can attain the highest level of health, keep the world safe and serve the vulnerable through partnerships, people and countries.

Context

The “Partnerships” is one of three programmatic “pillars” that make up the WHO/EMRO Department of Communications, Resource Mobilization and Partnerships (CRP). The Vision for the CRP Department is that “WHO is well resourced, actively engaged with partners and trusted as the lead, credible voice for health in the Eastern Mediterranean Region.” This vision is co-enabled by the Partnerships Programme (PFH) whose strategic objective is to “Ensure that WHO’s external engagements are strategic, coherent, coordinated, transparent, risk managed and in the interest of the entire organization.”. The specific objectives of the Partnerships Programme are to:
• Explore Regional and Country Office potential areas for growing partnerships in coordination with WHO/HQ as relevant
• Join and/or initiate, plan, develop, resource and closely mange partnerships
• Monitor partnerships to regularly assess their value-added with regard to extending WHO/EMRO’s technical reach; providing visibility and advocacy; generating resources and
• Advise senior management to inform decision-making and oversight of partnerships.
Within this context, the PFH team is working towards the establishment of new partnerships with International, regional and national entities/platforms and strengthening the existing ones. Furthermore, PFH has lately implemented and translated WHO global initiatives into regional chapters and in the process of ope-rationalization such as EMR Youth Council. Given the limited technical capacity, the Partnerships unit is striving to be well equipped technically to effectively manage these initiatives as well as the anticipated workload in the near future. Thus, the overall purpose of the support requested (UNV) is to maintain seamless implementation of PFH’s workplan including regional initiatives; streamline internal and external coordination with WHO HQ departments, WHO EMRO technical departments and Country Offices and other relevant stakeholders.

Task description

Within the delegated authority and under the supervision of Senior Corporate Partnerships Manager or his/her designated mandated representative(s), the UNV will work closely with the Partnerships Associate to:
1. Serve as the focal point for any WHO EMRO Partnerships Initiatives including, but not limited to;
– Development of concept notes, strategies and work-plans related to the initiatives
– Coordinate among the 3 levels (HQ, EMRO and Country-levels) to ensure the seamless ope-rationalization of the initiatives
2. Manage the EMR Youth Council (YC) profile including, but not limited to;
– Development of work plans, presentations, reports, and meetings
– Communicate with youth council members, WHO HQ and YC secretariat members on any meetings, briefings or events taking place
– Manage the portfolio of WHO Initiatives at regional and country level including but not limited to; managing the portfolio of WHO Goodwill Ambassadors to amplify public health messaging, mobilize and inspire people to understand WHO recommendations and messages to support behavior change
3. Develop of documentation and presentations related to internal and external meetings
4. Any other related tasks as may be required or assigned by the supervisor.
– Results/expected outputs:
• As an active [Partnerships] team member, efficient, timely, responsive, client-friendly and high-quality support rendered to WHO/EMRO and its beneficiaries in the accomplishment of her/his functions, including:
o Output 1: Development and implementation of WHO EMR Partnership initiatives including but not limited to the Youth Council supported.
Deliverable: Workplans, funding proposals, progress reports, meetings held.
o Output 2: Partnerships Meetings and events are well coordinated and documented.
Deliverable: Meetings held, documented and follow up actions implemented.
