The U.S. Department of Energy (DOE) Office of Clean Energy Demonstrations (OCED) Project Management Division seeks a Community Benefits Analyst (Management and Program Analyst, GS 12/13) with experience in qualitative and quantitative analysis, quasi-experimental design methods, environmental justice, and an ESG approach to project evaluation. The ideal candidate will be based in the Washington, DC area, have strong communication skills, and have a background in clean energy, environmental impact analysis, and/or natural resources management. Example responsibilities:

  • Serves as an analyst and advisor to help quantify the socioeconomic and human health impacts within disadvantaged communities, rural communities, fossil energy communities, and Tribal communities.
  • Evaluates and develops approaches and administrative systems to support community benefits planning, data collection, and analytical methodology. Provides advice and guidance for improvements and anticipates areas of concern.
  • Utilizes qualitative and quantitative data to analyze the outcomes of community and labor engagement, diversity, equity, and inclusion efforts, clean energy workforce development, and environmental justice activities advanced by OCED-funded projects; provides comprehensive summary of results both orally and in written format.
  • Develops training materials and resources for both internal and external audiences to advance implementation of recommended approaches.
  • Collaborates with and supports other OCED divisions with discrete analyses and/or tasks related to community benefits policy priorities.
