Org. Setting and Reporting

The post is located in the Implementation Support Section II (ISS II), Terrorism Prevention Branch (TPB), Division for Treaty Affairs (DTA). The incumbent will work under the direct supervision of the Chief of Section and in close coordination with relevant Programme Officers in the Section and in relevant UNODC regional offices. Responsibilities

Within limits of assigned authority, the incumbent will provide programme, administrative and general office support. They will perform the following specific duties:

  • Support the Chief of Section and the Office with all financial and administrative matters.
  • Assist in the coordination and support of programme/project planning, implementation and monitoring of work.
  • Provide support to the financial management of projects, by creating financial donor contribution documents in the computerized SAP system, ensuring compliance with agreements and requirements.
  • Review cost plans and budget revisions for completeness and compliance with relevant rules and procedures; identify inconsistencies; ensure necessary approval and entry in computerized budget system.
  • Monitor availability of funds, status of expenditures and allotments for programme activities under the responsibility of the Section; produce expenditure estimates and forecasts; identify, initiate, carry out and follow-up to ensure required adjustments and corrections.
  • Provide assistance in monitoring the implementation status of donor funds project activities and assist in the preparation of financial reports to the donor on the utilization of voluntary contributions.
  • Compile, summarize, and present financial and administrative information/data for the Section. Assist with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making.
  • Coordinate with the Office of the Chief on issues related to financial, budgetary and administrative issues, including updating the sections staffing table.
  • Provide support with tasks for hiring personnel and obtaining timely services of experts on consultancy services, including creation of shopping carts, and service entry sheets.
  • Initiate and arrange to obtain goods and services, prepare and review requisitions and ensure correctness of data;
  • Respond or prepare responses to routine correspondence and other communications, use standard word processing package to produce a wide variety of large, complex documents and reports; maintain files (both paper and electronic) and databases for the Programme.
  • Coordinate extensively with service units and liaise frequently with internal team members, both at Headquarters and in the field, on financial, budget, and administrative matters.
  • Perform other work-related duties as assigned.

Education

  • High school diploma or equivalent. Supplementary courses/training in finance, budget, accounting, or other relevant field are desirable.

Work Experience

  • A minimum of 5 (five) years of experience in programme and project administration, technical cooperation support, general office support or related area is required. The minimum years of relevant experience is reduced to 3 (three) for candidates who possess a first-level university degree or higher. Experience in preparing budgetary inputs, cost estimates and expenditure monitoring is required. Experience in working with Enterprise Resources Planning (ERP) systems/applications is required. At least 3 (three) years preparing, monitoring and reporting budgets or in accounting is desirable. Work experience with SAP (such as Umoja), especially in budget and processing travel and shipments, creating shopping carts, is desirable. Experience in planning and executing organizational arrangements for meetings and conferences, in contributing to programme proposals and implementation reports is desirable.

Languages

  • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another United Nations official language is an advantage.
