Since the beginning of the war, HI has set up a two-country program covering Ukraine and Moldova. Aligning itself with the priorities of the Ukraine Flash Appeal and Regional Refugee Response Plan, HI pillars of interventions are the following:

  • Health: HI aims to improve access to quality physical rehabilitation and mental health and psychosocial services (MHPSS) for conflict-affected vulnerable population.
  • Protection: Given the scale of humanitarian and protection needs, HI intervenes at various levels to ensure that vulnerable conflict-affected populations have access to multi-sectoral services tailored to their needs. In addition, HI aims to foster a disability-inclusive humanitarian response.
  • Armed Violence Reduction: Recent and ongoing attacks dangerously exacerbated Explosive Ordnance (EO) contamination in Ukraine. In light of this, HI is conducting a multi-pronged approach to EO Risk Education and Conflict Preparedness and Protection (CPP), adaptable to the evolution of the conflict.
  • Basic needs: to respond to the most acute needs for displaced households hosted by the local population or living in collective settings, HI is providing hygiene and non-food item kits, with an approach various modalities of intervention including in-kind and/or cash-based transfers.
  • Humanitarian-to-humanitarian logistics (ATLAS Logistique): To facilitate the delivery of humanitarian assistance as close as possible to the most affected populations, HI proposes mutualized storage and transportation services to other humanitarian actors – with a specific focus on “last-mile transportation”.

 

HI has 3 hubs, one in the East (based in Dnipro with a sub base in Poltava), one in the North East (based in Kharkiv), one in the South East (based in Mikolaiv) and the coordination office is in Kyiv.

 

Kharkiv: The security situation in Kharkiv city and the entire oblast remains tense. The Eastern part of the oblast is the frontline. The whole Northern part of the oblast is the border with Russia, with some occupied territories which form another frontline. The city of Kharkiv itself is located 35 km from the border with Russia, and shelling is frequent in the city. The curfew in Kharkiv oblast is from 23:00 to 5:00.

HI currently hosts two international staff in Kharkiv, accommodated in guesthouses. HI office, warehouse, guesthouses and any HI-validated premises including hotels have shelter available inside the building (i.e. no need to go outside to reach it) or are directly located underground.

HI starts a health project in Kharkiv with a dual hospital and community component. To carry out projects of this mission, HI is looking for an Rehabilitation Technical Officer for 6 months.

 

YOUR MISSION

Under the responsibility of the Health Project Manager, the Rehabilitation Technical Officer contributes to the implementation of Humanity & Inclusion’s mandate and 10-year strategy. He/she contributes to the implementation of projects by providing technical expertise and ensuring that the quality and impact of the project is optimized. He/she works closely with the project manager and the program’s technical team. He/she is responsible for support and advice of a national rehabilitation officer and three physical therapists so that they properly achieve their technical activities.

 

YOUR RESPONSABILITIES

Responsibility 1: Provides guidance and technical support to projects in accordance with the overall technical frameworks and standards within the rehabilitation sector. 

  • Provides appropriate rehabilitation technical and pedagogical guidance and support to project manager and field staff
  • Ensures that the project activities are implemented according to internal quality and technical standards and proposes adjustments or improvements if necessary.
  • Adapts project documentation as required in accordance with global rehabilitation technical norms and standards including the International Classification of Functioning and the human development model.
  • Contributes to the regular reporting of the rehabilitation activities (collection and analysis of the technical data collected) in conjunction with the project team and the MEAL team.
  • If relevant, ensures coordination and collaboration with the technical partners of the project as delegated by the project leader.
  • Supports capacity development of national rehabilitation staff through assessments, mentoring, supervising and training.

Responsibility 2: Provides technical learning from projects. 

  • Collects the elements necessary for any planned capitalization or scientific documentation exercises.
  • Provides reports and reflections on training sessions that are implemented, to contribute to technical learning.
  • Responsible for the technical learning of projects based on lessons learned and good practices.
  • Contributes to rehabilitation technical learning under the responsibility of the specialist based on good practice.
  • Implements recommendations for improving the technical quality of the rehabilitation components of projects

Responsibility 3: Contributes to the animation of the rehabilitation sector.

  • Contributes to technical recruitment.
  • Contributes to the necessary rehabilitation technical training.
  • Contributes to the skills upgrading plan for rehabilitation professionals.
  • Assists in coordinating technical professional development and facilitating a community of practice, in collaboration with the technical division. Conducts technical trainings for staff as appropriate.
  • Contribute to other reports & documentation upon request.
  • Provides inputs to support the development of the mission’s next operational strategy in collaboration with the rehabilitation specialist.

Responsibility 4: Contributes to ensuring HI’s technical influence within its perimeter. 

  • Contributes to the influence of HI’s expertise: can represent HI’s technical expertise in relevant local networks and with local partners under the guidance of the rehabilitation specialist.
  • Contributes to the strengthening of referral pathways into existing rehabilitation services
  • Relay and contribute to advocacy messages within its scope of work.

Expériences / Formation

  • Qualification & experience:
    • Degree in Phyisiotherapy
    • At least 2 years of clinical experience in emergency humanitarian settings
    • Confirmed experience in hospital and multidisciplinary approach
    • Experience in supervision and health science pedagogy
    • Fluency in oral and written English

    Interpersonal skills and attitudes:

    • Able to manage stress
    • Reactivity, flexibility, and adaptability
    • Strong interpersonal and intercultural skills

Salaire

At HI, the conditions offered are up to your commitment and adapted to the context of your mission.

  • 6 months International contract starting october 2024

  • Salary from 2346 € gross/month upon experience
  • Per diem: 551,8 € net/month paid in payroll
  • Hardship allowance: 500 € net/month paid with your salary
  • Paid leaves: 25 days per year;
  • R&R: 5 days every 8 weeks and possible transport/package support.
  • Position: unaccompanied
  • Payment for travel costs (air ticket & visa) and transport of your personal effects
  • Housing: Collective taken in charge by HI
