POINT is fully registered in Turkey, and Iraq, as a humanitarian organization with its HQ based in Gaziantep-Turkey and several field country offices in Syria, and Iraq.

POINT portfolio focuses on multiple sectors including Early Recovery and Livelihood (ERL), Camp Coordination and Camp Management (CCCM), Food security and livelihood (FSL), Protection, education, capacity building, and other sectors.

POINT works in three countries (Turkey, Syria, and Iraq) closely with civilians like IDPs, Refugees, Returnees, and host communities, in addition to the local initiatives, local NGOs, and INGOs.

Furthermore, POINT has organized to hire all needed experts, skills, and tools that are necessary for POINT mandate in resilience and organization development.

POINT HQ is based in Gaziantep Turkey to oversee the entire regional operations. POINT Syria field offices are located in Idleb and in Azaz. Additionally, POINT has 9 protocols with the Turkish institutions). In Iraq, POINT has an active registration in both KRI and Iraqi governorates, the field office is in Erbil.

We believe at POINT that the best solutions to support the people in crisis should be by a quick transformation from rapid response to resilience method, as this approach within humanitarian operations is crucial to the first efforts of a community to recover, rise again, and start to use their capacity, starting from education and livelihood at the first stages, ending by early recovery and rehabilitation at later stages.

The purpose of the job:

•The Project Coordinator is responsible for implementing POINT’s Protection & ERL Projects with a focus on activities in NWS through different modalities.

•The project coordinator is expected to implement the Protection & ERL projects successfully by ensuring all project objectives are fully met, accurate spending, and achieving all project targets. The project coordinator reports to Program Coordinator and directly leading field team

•Provide day-to-day management of Protection & ERL activities implemented NWS, during the project planning and implementation, providing operational management. And to ensure the quality of implementation, accountability, and transparency.

Reporting to: Program Coordinator

Main Tasks:

Project Planning

•Develop the overall Protection & ERL project mobilization, implementation, systems, approaches, tools, and materials.

•Develop and implement activities in NW Syria.

•In collaboration with the project team, determine the strategic direction of the project in the short- and medium-term, map out activities, and contribute to the preparation of project proposals and budgets as necessary,

Project Implementation

•Prepare and regularly update project monthly work plans and schedules that support achievement of program targets within project timelines.

•Ensure that planned activities are successfully implemented according to POINT’s quality standards, SoPs, and donor requirements.

•Ensure project implementation is on time, target, and budget, using effective M&E systems to reach desired impacts.

•Provide relevant technical expertise/guidance to ensure that technical quality and standards are maintained during project implementation.

•Provide input and regularly review all operations Follow-Up for an ongoing project together with the relevant department manager and Filed Project Coordinator.

•Submit accurate and detailed reports on technical activities conducted.

•Lead the project team and ensure that all field teams are comprehensively briefed on the objective, expected output, and overall implementation strategy of any given activity.

•Ensure that technical officers and other project/field staff are given training and complete all the necessary documentation in line with project requirements.

•Develop and submit donor and internal reports.

•He/she will be expected to provide reports covering activity implementation, achievement of objectives, successes/challenges, beneficiary feedback, etc.

•Plan, coordinate, and oversee staff plans.

•Anticipate and mitigate risks and troubleshoot any unforeseen challenges during the project implementation.

Finance

•Review the spending plan(s) and provide accurate forecasts with BOQs

•Forecast monthly cash requirements of the project and submit it to Finance department.

•Review the financial transactions and ensure alignment with the approved budget.

Logistics:

•prepare the project procurement plans and follow up with relevant departments.

•Contribute to quality checks and procurement committees to finalize suppliers’ selection according to the applicable scenario.

•Confirm the quality of material selection when applicable

•Ensure proper management and use of the project assets and stocks

Administration/HR

•Participate in the recruitment of project staff (development of organigrams, ToRs, elaborating the tests and reviewing them, interviews, etc.)

•Ensure that project staff understand and are able to perform their roles and responsibilities

•Follow-up the work plans and day-to-day activities of the project staff

•Manage the project staff in cooperation with the line manager

•Ensure a positive working environment and good team dynamics

•Undertake regular appraisals of staff and follow career management

•Manage interpersonal conflicts

•Ensure capacity building among staff in relevant sectors.

•Motivate, encourage staff, and keep a positive working environment.

Transparency

•Ensure project records and documents (Flat files, beneficiary list, donation certificates, attendance sheets etc.) are adequately prepared, compiled, and filed according to POINT procedures.

Security

•Ensure that each member of the project team is aware of security issues, policies, SOPs, and they follow them accordingly

•Report any security issues to donors and organizations in a timely manner.

Coordination:

•Support, facilitate, or undertake communication and liaison activities to actively consult and involve beneficiaries, key informants, actors, partners, and stakeholders in all stages of project design and implementation

•Coordinate with NGOs working on related issues and specifically on Protection & ERL-related issues.

•Attend the Protection & ERL and other clusters and their relevant working groups to ensure complementary programming with other actors.

•Mapp different coordination mechanisms in the field, in Turkey, with donors, and others as required.

•Act as a focal point for all project-related issues and liaise with donors on project updates and other communication

Quality Control

•Assess the activities undertaken and ensure efficient use of resources.

•Ensure lessons learned are documented, shared, and reflected in project planning and decision-making

•Ensure quality control, analysis of added value and impact, identification and capitalization on best practices and lessons learned, and provide relevant feedback for new project development

•Conduct field visits to project location in NWS

Grants and Proposal Development:

•Ensure the project is implemented in line with donor rules and regulations, host government law, and POINT policies.

•Lead the project extension and modification, with the finance department

•Identify new gaps and further opportunities to expand the program and lead the project development process.

•Conduct regular grant review meetings to ensure smooth programming, quality implementation, and improve inter-departmental coordination.

Reporting

•Provide regular and timely updates on progress and challenges to line managers and donors

•drafting of (external) project progress reports, ensuring the quality and accuracy of technical information provided

•Any other tasks requested by the line manager.

•Adhere to all point organization policies and abide by administrative orders and disciplinary procedures in the event of any violations.

•A pledge to abide by the zero-tolerance policy adopted by the Point organization in cases of sexual exploitation and abuse, and direct reporting in the event of any violation in this regard.

Skills and Experiences:

  • Minimum 3 years’ experience in managing and coordinating humanitarian projects (those with experience managing Protection and ERL projects are preferred).
  • Experience in project management and PCM project life cycle.
  • Experience in relief and development programs is preferred, as an understanding of the living conditions of the stakeholders and beneficiaries Good in English, especially report writing.
  • Good knowledge of Microsoft Office programs.
  • Good communication, problem-solving, negotiation, and management skills.

Qualification:

•Bachelor’s degree in relevant fields.

•Experience in Project Cycle Management (PCM).

•At least three years of work experience, with relevant tasks and good knowledge of the humanitarian aid system with a special focus on community-based projects.

•Proven experience in working with multilateral and bilateral donors is a must, in particular UN agencies and GMS system.

•Proven experience in Protection & ERL activities is a must.

•Previous experience in remote project management.

•High interpersonal skills with a strong analytical approach to problem-solving and management.

•Excellent knowledge of written and spoken English and Arabic.

•Good command of MS Office programs.

•Turkish Nationality is a plus.
