OBJECTIVES OF THE PROGRAMME
The External RelationsUnit of the Country Office will strengthen the office in resource mobilization,advocacy and partnerships with all relevant partners, including non-stateactors. The External Relation officer will serve as the principal advisor tothe WHO Representative (WR) and country office, in resource mobilization,advocacy and partnership activities.As a key member ofthe Country Office Senior Management Team (SMO), the External Relations Officerwill manage the coordination, expansion, development and oversight of thecountry offices’ funding and associated partnerships.
DESCRIPTION OF DUTIES
- Provide supporton strategic engagement with donors.
- Lead onproposal development in collaboration with technical units.
- Oversee grantreporting and ensure high quality reports to donors.
- Identify,maintain and develop partnerships with external stakeholders.
- Identify andmake applications to governments, municipalities, international organizations andgrant-giving foundations for specified funds and in-kind support.
- Supporttechnical staff to enhance their resource mobilization efforts through skilldevelopment and training.
- Coordinate research on donors and to make this knowledge available to staff in the region.
- Ensure staffare aware of and adhere to donors’ reporting requirements.
- Foster contactswith other Regions and HQ when opportunities exist for joint funding.
- Perform otherrelated responsibilities as assigned, including replacing and backstopping forothers as required
REQUIRED QUALIFICATIONS
Education
- Essential: At least Master degree in International Relations, Political Sciences, Business Administration,Economics & Management, Finance, Development & Diplomamy, Marketing or a related field.

Experience
Essential:
- At least seven (7) years’ experience working in grant management, donor funding, proposal development, and resource mobilization.
Desirable:
Skills
- Good management,leadership, communications, negotiations, resource mobilization, publicrelations and interpersonal skills. Thorough knowledge of the principles,techniques and practices of partnership development and ability to work in a multi-disciplinaryand multi-cultural environment. Ability to establish and maintain partnerships at organizational, local and international levels. Excellent analytical and writing skills.
