What we are looking for

The Norwegian Refugee Council (NRC) is seeking a highly qualified, resilient and dynamic Project Development Manager who will be responsible for design, development, and implementation of the Livelihoods and Food Security (LFS) programme. The NRC Venezuela LFS programme aims to support displacement-affected communities and households at risk of food insecurity, diminished/destroyed livelihood and implementing negative coping strategies benefit from dignified support to meet their basic food needs and to enhance their capacity to achieve durable solutions thought developing/rehabilitating sustainable livelihoods opportunities.

What you will do

  1. Gather and analyse LFS-related data from target or proposed target populations, as part of integrated or joint needs assessments, and use this in response analysis to develop contextually appropriate, technically sound new projects and programmes and inform advocacy efforts.
  2. Ensure all relevant stakeholders are included in the planning and implementation of projects as appropriate.
  3. Overall responsibility for effective and efficient management of the LFS projects consistent with the NRC project management cycle (including reporting to the desired quality and standard) to ensure effective implementation (on time, on track, on budget).
  4. Responsible for providing technical and implementation support and guidance to field-based LFS staff in implementing NRC project(s), including but not limited to providing instructions on work plans, approving expenses/procurement, recruitments, reporting, etc.
  5. Ensure appropriate financial and logistical NRC systems/ procedures are adhered to within the LFS team.
  6. Ensure timely and accurate development and submission of procurement plans, recruitment plans, and spending plans and ensure the same is shared with relevant support colleagues.

What you will bring

  • Minimum 3 years of experience from a senior level project implementation position in a humanitarian/recovery context
  • Experience from working in complex and volatile contexts.
  • Technical LFS expertise
  • Documented results related to the position’s responsibilities.
  • Knowledge about own leadership skills/profile
  • Fluency in Spanish and English both written and verbal

• Professional experience in food security and livelihoods, with an academic background in Business Administration, Nutrition, Sociology, Psychology, Agricultural Economics, Food Production Engineering, Veterinary Science, or related fields.

• Experience working with population with different types of vulnerability, victims of conflict, violence, among others,

• Experience in budget management.

• Experience with technical report writing

• Previous experience in LFS-related issues in Red Cross movement or other international or national humanitarian organizations.

• Willingness to travel in the states where NRC has a presence and to spend the night in the field.

What we offer

  • Duty station: Maracaibo, Venezuela
  • Contract: national contract, 12 months, extendable according to performance and budget
  • Travel: up to 40%
  • Salary/benefits: grade 9 on NRC’s regional salary scale, with accompanying terms and conditions
