This position is located in the Regional Office for South-East Asia Office of the High Commissioner for Human Rights (OHCHR) based in Bangkok. The incumbent will report to the Project Manager or Thailand Team Leader under the general supervision of the Regional Representative.
Responsibilities
Within delegated a authority, the National Human Rights Officer will be responsible for the following duties: • Assists the Project Manager in carrying out the overall implementation of a multi-year earmarked project on strengthening national capacity
to prevent and respond to torture and enforced disappearances, including coordination and administrative tasks related to staffing, planning, budgeting and reporting.
- Researches and collects information pertaining to human rights matters, including their gender dimensions from a variety of data sources (e.g., communications, publications, the press) to keep abreast of issues/events and provide up-to-date information; assists in the analysis of information, to include the impact on the countries and thematic mandates on the human rights situation in the assigned area.
- Assists the Project Manager in developing detailed work and cost plans as well as revising budgets for timely and realistic achievements of the project objectives, including monitoring and completion of related reporting requirements.
- Assists the Project Manager in ensuring regular communication and coordination with donor and partners and develops and maintains effective mechanisms to integrate and respond to their feedback and recommendations.
- Supports the Project Manager in the design, development and management of grants, including monitoring implementation of the grant from a substantive perspective, in close collaboration with other relevant colleagues in the team.
- Develops, designs, participates and delivers human rights training programmes for government officials, including national law enforcement officials, representatives from civil society and human rights non-governmental organizations (NGOs) and the National Human Rights Commission of Thailand in order to promote national capacity building focusing on combating torture, ill-treatment and enforced disappearances.
- Assists in promoting efforts for human rights awareness, community mobilisation and those that focus on exercise of human rights of population.
- Participates with other HROs in discussions and advocacy with relevant authorities and other influential actors with the aim of preventing human rights violations and/or seeks other remedial action by the authorities to prevent similar violations occurring in the future.
- Liaises with government, NGOs, NHRI, civil society organizations, UN agencies and other partners to create baseline data on the human rights situation, with special attention on preventing and responding to torture, ill-treatment and enforced disappearances.
- Conducts and participates in field verification work through periodic field visits.
- Performs other related duties as required.
Education
- Advanced university degree (Master’s degree or equivalent) in law, political science, international relations, social sciences or related area. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.
Work Experience
- A minimum of two (2) years of progressively responsible experience in human rights, political affairs, international relations, law or related area is required. Experience in supporting the implementation of a multi-year, donor- funded project is desirable. Experience in the design and delivery of human rights training in the field of law enforcement, combating torture or enforced disappearance is desirable.
Languages
- English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (both oral and written) is required. Fluency in Thai (both oral and written) is required.
