Org. Setting and Reporting

This position is located in the Regional Office for Southeast Asia and the Pacific (ROSEAP), Bangkok (Thailand), Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC). The incumbent will work under the direct supervision of the Regional Representative and/or Operations Manager and the technical guidance of the Information Technology Service (ITS), Division for Management (DM) at United Nations Office at Vienna/ United Nations Office on Drugs and Crime (UNOV/UNODC) located in Vienna. 

Responsibilities

The Information Technology Assistant will provide ICT services and implement ICT management systems, office automation and communications of the Regional Office. The incumbent will liaise with ITS for the development of IT and communication support provided by ITS to the Regional Office. He/she will work in close consultation with and under the overall technical guidance of ITS team. Within delegated authority, the Information Technology Assistant will be responsible for the following specific duties:

  • Perform administration, operation, technical support, and monitoring of server systems;
  • Liaise with ITSDs (IT Service Desk) for maintaining the efficient and reliable operations of server systems;
  • Serve as a team member in the planning, specification, design, development, implementation, and support of computer application systems; independently liaise with users to define and specify requirements.
  • Install computer application systems software and hardware according to specifications; monitor computer applications systems using appropriate monitoring tools and produce monitoring reports.
  • Prepare technical and user documentation for deployed computer application systems, as well as training materials and conduct technical presentations.
  • Maintain functional specifications for computer application systems, programs and procedures developed and/or modified.
  • Provide support for deployed computer application systems including version management, data recovery and deployment to users’ offices; perform ongoing reviews with users and developers and respond to user’s requests.
  • Serve as focal point for coordination, monitoring and expedition of computer application systems development projects, involving extensive liaison with diverse organizational units to initiate requests; prepare standard terms of reference; process and follows-up on administrative actions and resolve issues related to project implementation, e.g. organization of and participation in training, procurement of equipment and services, etc.
  • Keep abreast of developments in the field; perform benchmarking and propose new acquisitions.
  • Provide guidance to new/junior staff.
  • Assist with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making.
  • Maintain an up-to-date inventory of all the IT equipment, software and supplies in cooperation with the procurement team;
  • Enter assets and asset transactions into the automated inventory management system in accordance with established procedure;
  • Perform other work-related duties as assigned.

Education

  • High school diploma or equivalent is required.

Work Experience

  • A minimum of seven (7) years of progressively responsible work experience in information technology and helpdesk support services at national or international level is required. The minimum years of relevant experience is reduced to five (5) for candidates who possess a first-level university degree or higher. Experience in network administration, providing support to management of hardware/software platforms, and telecommunications facilities is required. Experience using IT and computer hardware/software is required. Practical experience on maintenance and administration of information and communication technology systems, including the management of file servers, web servers and messaging servers as well as LAN/WAN communication and equipment is required. Work experience within the United Nations system or similar international organizations is desirable.

Languages

  • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.
