Org. Setting and Reporting

  • This position is located in Treasury in the Financial Risk Management Service (FRMS), Finance Division (FD), Office of Programme Planning Finance and Budget (OPPFB), Department of Management Strategy, Policy and Compliance (DMSPC). The Investments Section centrally manages the investments portfolio of the Organization. The team is also responsible for the Organization’s global foreign exchange transaction activities. The Incumbent reports to the Chief of the Investments Section.

Responsibilities

Under the general direction of the Chief of the Investment Section, the incumbent performs the following duties and responsibilities:

  • In cooperation with the Senior Investment Officer, develops policies and ensures operation of sound investment and cash management practices, in particular by introducing up-to-date investment procedures.
  • Makes investment placement of available USD, EUR and CHF funds in world-wide short term money markets, fixed income and equity markets within the investment policy and guidelines.
  • Monitors financial conditions and credit ratings of financial institutions used by the United Nations. Monitors the investment portfolio to ensure that investments are kept within the relevant limits.
  • Participates in negotiation with banks and financial institutions for banking services, investments and currency purchases and sales.
  • Supervises and manages currency exposure including the preparation and execution of foreign exchange transactions covering daily operational account funding, the foreign exchange hedging program and budget rate setting.
  • Supervises all the processes related to investment transactions and maintains investment and currency management records in line with Investments Section procedures. Prepares various reports periodically on investments for the FRMS Chief and Controller and other offices concerned.
  • Assists in the introduction, implementation and enhancements of any investment-related software packages.

Education

  • Advanced University Degree (Master’s Degree or equivalent) in Finance, Business Administration, or related field is required. A first level university degree in combination with two additional years of relevant experience may be accepted in lieu of the advanced university degree.

Job – Specific Qualification

  • A Chartered Financial Analysts (CFA) designation or equivalent from another recognized international financial institution is desirable.

Work Experience

  • A minimum of seven years of progressively responsible work experience in fixed income portfolio management of which at least two years is with an international bank or a large international organization with large portfolio of assets under management is required. Experience in equity investing is desirable. Experience in foreign exchange is desirable. Experience in International Swaps and Derivatives Association (ISDA) master agreement negotiation is desirable. Experience in credit and risk analysis is desirable.

Languages

  • English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.
