L’UNFPA est présente en République Centrafricaine depuis 1972 dans le but d’appuyer les premières opérations de recensement général de la population de 1975. Depuis lors, l’UNFPA appui le pays dans la production et la dissémination des données de base sur la population et leur utilisation dans la formulation des politiques et programmes de développement et de réduction de la pauvreté. En outre, l’appui du Bureau de Centrafrique vise à protéger les femmes des grossesses indésirées, des risques liés aux grossesses et aux accouche-ments. Enfin, la protection de la population face aux IST et VIH/SIDA ainsi que le respect de la dignité des femmes et jeunes filles font partie des préoccupations de l’UNFPA Centrafrique.

L’UNPA Centrafrique, est actuellement composé de sept staff internationaux et de vingt trois staff nationaux pour la mise en oeuvre du programme critique.

Context

The Gender Based Violence and Sexual Reproductive Health Field Coordinator oversees the delivery of the Country Programme components to be implemented in Bouar and Bria and also plays a leadership role within the sub-office, supervising the programme team assigned to the sub-office and inspiring them to translate the country programme goals into specific solutions and results. S/he substantively contributes to the management of UNFPA activities in all areas of its mandate, and proactively provides UNFPA Representative with updates on programmes implementation and results Bouar and Bria. Furthermore, s/he establishes and maintains collaborative relationships and promotes partnership, synergy and strategic alliances with counterparts in government, multilateral and bilateral agencies, civil society organizations as well as community-based organizations to facilitate successful delivery of the programme.

The Gender Based Violence and Sexual Reproductive Health Field Coordinator provides an overall oversight to the UNFPA Bria and Bouar Sub-office with daily guidance on programme and operational issues, research and data collection; and leads in the management of the country programme components implemented in CAR. He/she is part of a country office team led by the UNFPA Representative, which provided integrated programme and technical support within the systems strengthening approach fundamental to UNFPA overall strategy.

Task description

The Gender-Based Violence and Sexual Reproductive Health Field Coordinator provides an overall oversight for the UNFPA Bria Sub-office with daily support on programme and operational issues, research and data collection; and assists in the management of the country programme components implemented in Bouar and Bria Region.
The Coordinator is part of a Country Office team led by the UNFPA Representative, which provides integrated programme, technical support within the systems strengthening approach fundamental to UNFPA’s overall strategy, and strengthen the partnership and resource mobilization capabilities to increase domestic resource mobilization.
The coordinator will report directly to the UNFPA’s Country Representative and closely work in collaboration with programme and operations teams, and will:
• provide substantive leadership and inputs into the design and formulation of programmes and projects translating UNFPA’s mandate and strategic priorities, particularly the three transformative goals into local interventions, and responding to Government plans and priorities;
• introduce into the project formulation process the results of programme and project reviews and evaluations, best practices, as well as innovative strategies, approaches and policies;
• provide substantive technical support and coordination for the effective management of all programme outputs including development and implementation of result-based work plans, project financial monitoring and budget management
• provide a harmonized coordination support to UN Agencies, Non-Governmental Organizations (NGOs) and state’s national authorities through the establishment of a wider/appropriate consultation process to enhance coordination between state counterparts, development partners, thus strengthening the links between states counterparts and UN Agencies.
• coordinate and collaborate with other UN agencies in the provision of technical and programme assistance in Bria and Bouar region and capacity development initiatives; and directly supervise and coach sub-office staff.

Moreover, the Gender-Based Violence and Sexual Reproductive Health Field Coordinator will:
• Provide oversight and high level advocacy for the private sector’s role and/or contribution to sustainable health financing models;
• Advance key relationships to strengthen, positioning and elevating UNFPA CAR’s profile with corporate and High Net Worth Individuals;
• Build relationships and maintain credibility with Corporates and other Private donors.
• Advocate for Demographic Dividend investments in the workforce to sustain economic growth.
• Collaborate with the Bangui office and the Regional Office to identify various opportunities.
• Support resources mobilization efforts through providing inputs for donors proposals and advocating and promoting the digital fundraising strategy
• Raise the profile and brand of UNFPA as a key driver for sustainable development for individual donors and Government
• Participate, on behalf of UNFPA in the inter agency needs assessment
• Establish and lead/support partners to lead GBV and SRH coordination meetings
• Participate on behalf of UNFPA in interagency humanitarian clusters
• Develop and submit regular weekly, monthly and yearly reports on UNFPA interventions in Bria and Bouar.
• Identify partners capacity gaps and lead development and implementation of capacity building action plans for partners.
• Play a leadership role within the sub-office for implementation of UNFPA programme, supervising the programme and operation teams assigned to the sub-office and inspiring them to translate the country programme goals into specific solutions and results.
Proactively provides UNFPA Representative and deputy representative with updates on programmes implementation and results in Bouar and Bria Region.
• Establish and maintain collaborative relationships and promotes partnership, synergy and strategic alliances with counterparts in government, multilateral and bilateral agencies, civil society organizations as well as community-based organizations to facilitate successful delivery of the programme.

Carry out any other duties as may be required by UNFPA leadership.
