The Role:

Oxfam is looking for Humanitarian Consortium Manager.

Area of Expertise:

Programme and consortium management of complex humanitarian programmes.

Job Purpose:

The position will collaborate Oxfam’s humanitarian team to ensure that affected communities gain enhanced access to humanitarian assistance in line with humanitarian principles, access to protection services and capacity-building, and experience reduced vulnerability by engaging with communities, local NGOs, civil society organizations, and other key stakeholders. The position will be managing projects and consortia and be overall responsible for delivery of the project and ensuring program quality.

Objectives:

  • The HCM will manage multiple or individual projects for Oxfam Myanmar as assigned. The Humanitarian Consortium Manager (HCM) will be deployed to the field as the overall lead for Oxfam Myanmar’s humanitarian consortium portfolio, particularly for large-scale projects. These projects will be geographically spread across Rakhine, Shan, and Kachin, requiring coordination with various stakeholders and consortium partners, including large international NGOs and local partners. Some projects are in multi-year phases, while others are in the development stage. The HCM will ensure the timely and quality implementation of all humanitarian efforts in line with Oxfam’s standard operating procedures and mandate.
  • The role holder must have strong, proven credentials in delivering high-quality WASH services, promoting community engagement, and ensuring the mainstreaming of gender, accountability, and inclusion across all projects.
  • Act as focal point to WASH issues and liaise with relevant actors in different stages of WASH programme/project implementation to follow up on agreements and recommendations.
  • The post-holder will ensure that humanitarian programmes are delivered at the appropriate scale, scope, quality, and accountability expected of Oxfam, while incorporating a feminist and inclusive perspective.
  • The HCM will report to the Country Director and work in close coordination with the Heads of Programs, Funding, Quality, and other key departments, as well as with field teams and implementing partners.
  • The role holder is responsible for identifying needs and resources, developing programmatic, operational, and leadership recommendations to ensure timely and efficient programme implementation. They will also be proactive in identifying opportunities for effective scale-up to increase impact and drive positive change for at-risk communities.
  • The Consortium Manager will be responsible for shaping the next phase of ongoing projects, focusing on resilience, sustainability, and localization through community engagement and ownership of WASH services. This role aims to enhance community power and agency, improve access to and involvement in managing inclusive WASH services, and boost accountability of duty-bearers. The manager will emphasize transitioning to community-managed WASH services in targeted areas, working with existing groups established by Oxfam and partners, as well as supporting the formation of new community-based groups and civil society organizations throughout the project cycle.
  • The HCM will work within the consortium management model to oversee the implementation of Oxfam Myanmar’s national humanitarian portfolio, including emergency preparedness, sectoral and multi-sectoral assessments, and programme design and implementation. This role covers key humanitarian sectors such as Health and Nutrition, Child Protection, Education in Emergencies, and Food Security and Livelihoods. WASH, gender, and resilience activities must be integrated throughout all programming efforts.
  • The role holder must work closely with Oxfam and its consortium partners to ensure effective coordination and efficient programme implementation, while achieving the programme’s goals.

Deliverables

  • Effective management of assigned projects including timely and efficient implementation
  • Lead programme strategy and implementation including elements of shelter, WASH, and livelihoods technical expertise to oversee the overall delivery of project actions, and the implementation of a localisation strategy across targeted geographies.
  • Ensure project approach based on community mobilisation and accountability, mainstreaming of gender and iterative learning.
  • Management of programme teams ensuring high quality activity and financial planning, monitoring, and reporting
  • Ensuring high level of accountability to affected people, consortium management teams, and the donors – regular communication, timely production and submission of plans, reports, assessment etc.
  • Strong financial management to ensure effective financial processes and controls and robust know-how of monitoring and evaluation actions leading to timely, detailed production of key reports and other project deliverables.
  • Trustworthy and reliable relationship building with institutional donors, scouting for new opportunities, nurturing new ideas and management of existing partnerships.

Educational Qualifications:

Essential:

  • First university degree in environmental engineering, public health, management or health, or related field.

Desirable:

  • Advanced university degree in urban planning, sanitation, water, and health-related field.

Experience:

Essential:

  • Between 10 and 15 years of relevant experience, with a minimum of 5 years at the international level in large scale emergencies covering shelter, WASH, livelihoods, and cash programming.
  • Experience with developing training materials and delivering associated learning opportunities and platforms.
  • Proven experience on managing complex emergency programmes with multiple actors.
  • Sound understanding of the UN humanitarian coordination mechanism and UN system.

Desirable:

  • Experience of working in Myanmar and understanding of the local context.
  • Experience of working on WASH sector.

Skills/Knowledge:

Essential:

  • Demonstrable skills in communication, Strong ability to coordinate across diverse teams and to respond effectively to technical queries to encourage technical guidance.
  • Familiarity with shelter, wash, health and/or development.
  • Demonstrated ability to work collaboratively with multi-level global teams. Demonstrated ability to rapidly integrate technical information.
  • Excellent writing skills.
  • Excellent organizational, team and interpersonal/communication skills.

Languages and level required:

  • Expert knowledge of English is essential.
  • Knowledge of Burmese will be an asset.

Location:

  • The position will be based in Yangon with frequent travel to other field locations.

Travel:

  • Individual will be expected to travel to field as situation permits.

Contract type:

  • Long term consultancy contract

Duration of Contract:

  • Expected duration of contract (Duration is 11 months contract with possible extension based on funding per calendar year): 11 months.
