Under the overall supervision of the FAO Representative in Myanmar and the operational supervision of the Emergency and Rehabilitation Coordinator, under the technical guidance of the Lead Technical Officer, in close cooperation with relevant technical officer(s) and the team dedicated to emergency projects, the following tasks will be undertaken by the National Project Coordinator.

Expertise and capacity to coordinate, design and implementation of emergency livelihoods interventions. The incumbent will ensure that all Project’s activities are technically of high quality and are anchored into the local context.   

Responsibilities:

  • Support the Emergency and Rehabilitation Coordinator in overall management of the projects activities under his/her responsibility and in the supervision of national staff assigned to the projects; 
  • Preparation and formulation of the Letter of Agreement (LOA) with FAO Local Partners and Service Providers;
  • Organize meetings with FAO Local partners to discuss progress LOA implementation as well as potential issues that need to be tackled;
  • Coordinate and facilitate the process of identification of villages and beneficiaries and ensure its compliance with standards set by the coordination structures in place at local level, with criteria presented in the project documents, in line with FAO guidelines;
  •  Monitor project implementation and propose programmatic changes resulting from changes in the context / project environment;
  • Identify inconsistencies and delays and, when necessary, propose corrective measures to overcome operational constraints;
  •  Support the development of technical specifications for project inputs;
  • Ensure timely implementation of project activities in line with humanitarian principles and standards and consistent with the Accountability to Affected Populations (AAP) guidelines;
  • Provide inputs to the preparation of information materials and visibility items as outlined in the project document and according to FAO guidelines;
  • Conduct regular field visit and ensure that monitoring exercise are conducted regularly according to FAO guidelines;
  • Support project coordination at the local level with relevant stakeholders, other UN Agencies, Local and International NGOs;
  • Promote good relations between relevant stakeholders including Community Based Organizations, local NGOs and other entities;
  • Cooperate and coordinate with other FAO projects and promote synergies in project implementation;
  • Contribute to the formulation and the implementation of a Monitoring and Evaluation plan to ensure monitoring of activities and achievement of project outputs and objectives;
  • Draft project reports (interim, annual and final) and other project documents;
  • Guide, train, supervise and monitor Extension Field Assistants posted in projects locations in their regular field activity at every stage of activities implementation including their interaction with local partners and relevant stakeholders.  
  • Collaborate in project and programme formulation;
  • Perform any other relevant works/duties as and when required.

Minimum Requirements  :

  • Advanced university degree in agriculture, livestock, aquaculture, economics, social science or related field;
  • Five years of relevant experience in management and coordination of food security, resilience, and rural development programs, or related area;
  •  Working knowledge of English;
  • Myanmar National.  

Technical/Functional Skills :

  • Relevant experience in the United Nations system;
  • Understanding of FAO policies and programmes is considered a strong asset;
  • Work experience in more than one location or area of work, particularly in field positions is desirable;
  • Knowledge of computer programme – Microsoft Office package; 
  •  Expertise in management of food security, resilience, and rural development projects, or related area;
  • Relevant experience in programme/project formulation, analysis, planning and implementation;
  • Relevant experience with internationally funded projects.
  • Extend working experience in a complex, international, geographically dispersed, with inter-disciplinary team environment.
  • Understanding of FAO policies and programmes is considered a strong asset;
  • Willingness and ability to travel to remote, rural locations, Team player
  • Good communication, analytical and writing skills;
  •  Extent of knowledge of planning and budgetary processes and associated tools;
