CONTEXT

Under the overall supervision of the Chief of Mission and direct supervision of the Deputy Chief of Mission for Operations/Head of Operations and Programs, as well as in close coordination with the Senior Programs Coordinator, Humanitarian Advisor and Resilience Advisor, the Senior Information, Policy, Analysis, Data Hub Coordinator will be responsible to ensure that IOM Afghanistan’s programming is evidence based and centred in the needs and rights of migrants and internally displaced persons (IDPs). The successful candidate will have the oversight of the IOM Afghanistan hub dedicated to data, information management, research, analysis, policy and advocacy. The successful candidate will:

  • Use available IOM and external data to reach deeper levels of analysis to understand cross program linkages, as well as trends on human mobility in and out of Afghanistan, and support IOM to anticipate and understand risks;
  • Ensure that IOM has the information related tools and systems in place to promote inter-sectoral programming in line with the IOM strategic objectives;
  • Design, develop analysis and research to strengthen evidence-based programming and decision making by IOM and partners; and,
  • Develop policy and advocacy strategies on the needs and rights of migrants.

Responsibilities and Accountabilities

Management

  1. Directly supervise the units that integrate the IPADH: DTM, Data and Information Management, Research and Analysis, and Policy and Advocacy.
  2. Ensure that all units are adequately resourced to deliver as per established objectives and responsibilities.
  3. In close coordination with Humanitarian Advisor, Resilience Advisor and Senior Programs Coordinator, advice Senior Management decision making by providing up to date relevant information and analysis on the operational context in Afghanistan as well as IOM’s programming, gaps and opportunities.

Data and Information management

  1. Ensure that IOM assessments and information management systems are designed in line with IOM strategic objectives, that all IOM work is evidence-based and that systems are in place for robust data and information management to enhance programmatic and reporting efficiency.
  2. Promote inter-sectoral linkages, complementarity of IOM assessment tools and interoperability of data sets and information management systems.
  3. Conduct data standardization processes; proactively identify and propose alternatives to improve the stability, performance, and accuracy of the data.
  4. Ensure the establishment of platforms to improve accessibility to critical information by internal and external stakeholders.
  5. Respond to internal and external information and data related requests, in coordination with relevant units.
  6. Ensure adherence to data confidentiality and data protection protocols.

Research and Analysis

  1. Lead the development of the IOM analytical and research framework.
  2. Keep abreast of best practices and trends on migration, humanitarian and development issues, including in the private sector, other inter-governmental and international organization relevant to Afghanistan and the region.
  3. Review all relevant assessments, reports and information products to understand the information landscape and current gaps.
  4. Ensure compilation, synthesis and analysis of relevant qualitative and quantitative information.
  5. Lead the analysis of quantitative and qualitative internal and external data and draft reports for publication in coordination with relevant thematic units.
  6. Undertake research and exploratory, descriptive, explanatory, and interpretive analysis to support the elaboration of reports and data visualization products
  7. Convene and facilitate joint analysis sessions, such as seminars, launches, and meetings, with other actors as appropriate.

Policy and Advocacy

  1. In close coordination with Senior Management, relevant IOM units and external stakeholders, develop and disseminate IOM migration related policy papers.
  2. In close coordination with the IOM Communications Unit, develop Lines To Take (LTT) relevant to IOM work.
  3. In close coordination with the Program Support Unit, develop and provide input for Talking Points (TP) and Briefing Notes requests.
  4. In close coordination with Senior Management relevant IOM units and external stakeholders, prepare advocacy messages on migration related issues and ensure respective integration in information products, LTT, TP and Briefing Notes.
  5. Perform such other duties as may be assigned.

EDUCATION

  • Master’s degree in Political or Social Sciences, Humanities, International Relations, Law, Economics, Business Administration, Data Science and Analytics or a related field from an accredited academic institution with seven years of relevant professional experience; or,
  • University degree in the above fields with nine years of relevant professional experience.

EXPERIENCE

  • Experience in policy formulation, advocacy, analysis and research in humanitarian contexts, specifically in relation to human mobility;
  • Experience of undertaking inclusive conflict and political analysis and applying it to strategies to address the risks of conflict and instability;
  • Experience in implementing or overseeing information management, data analysis, assessment and/or software development;
  • Experience with large humanitarian datasets and an understanding of humanitarian data types (KI data, household surveys etc.);
  • Experience coordinating between different units and agencies to rationalize and streamline data processes;
  • Experience and/or familiarity with the socio-economic and political context in Afghanistan and in the region;
  • Experience in both development and emergency contexts; and,
  • Supervisory experience of multi-cultural teams.

SKILLS

  • Ability to engage with other agencies, donors, and other development stakeholders and forge productive working relationships;
  • Excellent understanding of and proven experience in the UN systems and experience in a crisis context;
  • Excellent knowledge of migration policy, humanitarian and development policies and actors in Afghanistan and the region;
  • Thorough knowledge of the IOM project management cycle, programme support modalities and administrative systems and rules;
  • Good understanding of conflict sensitivity, ‘do no harm’ and safeguarding;
  • Knowledge of UN and bilateral donor programming; Knowledge of programme management in emergency, recovery, and development contexts;
  • Knowledge Management and Knowledge Curation;
  • Ability to capture, develop, share and effectively use information and knowledge; and,
  • Ability to turn raw information into useful knowledge, relevant for context, or responsive to stated need.
