Introduction:
Search for Common Ground, Sri Lanka is recruiting a local coordinator for Galle District to support the implementation of the “It’s About Time: Travelling History Museum”. This initiative aims to strengthen social cohesion and peace in Sri Lanka by promoting a more inclusive and pluralistic public discourse on issues pertaining to Sri Lanka’s past.

Background to the Project
This project is a continuation of the It’s About Time: Traveling History Museum initiative, implemented by Historicaldialogue.lk, which was a unit of the GIZ program Strengthening Reconciliation Processes in Sri Lanka (SRP). The current phase of “It’s About Time Traveling History Museum” will be implemented by Search for Common Ground (SFCG) with Collective for Historical Dialogue and Memory (CHDM) playing a technical advisory role and supported by GIZ under the program Strengthening of Social Cohesion and Peace in Sri Lanka (SCOPE).
This initiative, will mobilize a wide range of people, including children and students through the content of the museum, to question, debate and understand the impact of historical injustices, war and violence, as well as historical connections between Sri Lanka’s peoples to strengthen peace and reconciliation efforts under Search for Common Ground’s peacebuilding pillar. The museum will be a launching pad for conversations on systemic and structural issues of governance, equality and peace that complement and further Search’s existing work with youth, local government officials and women in particular.
The overall objective of this project is ‘strengthening social cohesion and peace in Sri Lanka by promoting a more inclusive and pluralistic public discourse on issues pertaining to Sri Lanka’s past’. This is supported through the following two complementary outcomes.
Outcome 1: Increased awareness and acceptance of diversity/pluralistic historical narratives and commonalities of Sri Lankans among the museum visitors.
Outcome 2: Enhanced social cohesion through community engagement and shared cultural and social understanding
Under this two-year project, there will be 6 mobile museums and each Museum will take place for a period of 8 days in the selected location. Search has conducted the first Museum in Kandy during the month of September 2023. The second and third Museums were held in Kurunegala and Badulla during the months of November 2023 and March 2024 respectively. The fourth museum and fifth museums took place in Batticaloa and Mannar. The final museum is scheduled to take place in Galle in the month of January 2025. During the museum, there will be other fringe events including film screenings, memory walks, and story-telling sessions as well as other activities such as community dialogues, seed grant initiatives, and social media campaign will also be running alongside and after the museum. In addition to that, a ‘sounding board’ made up of community leaders, government officials, CSO activists, etc. will be established at each location.
Target Group
- School children from grade 9 upwards from the surrounding areas and/or division through zonal education ministry circular. Facilitate visits from more rural areas as well.
- University and vocational training students if tertiary educations centers are easily accessible to the selected localities
- Members of youth clubs, youth parliamentarians and other youth led networks that are present in the locations
- People from the vicinity/division
- Groups that Search has worked with over the years for instance Youth, Elected Women leaders, CSO members, Inter-religious leaders, etc.
About the Assignment:
Search for Common Ground, Sri Lanka is recruiting an agency or an individual to work as a local coordinator in the Galle District during the sixth (final) mobile museum for a period of 3 months (October 2024 to February 2025). This Terms of Reference (TOR) will detail out the key deliverables of the local coordinator.
Key Deliverables:
- Meet school principals and history teachers, Training College principals and teachers in Galle and surrounding areas and plan a schedule for school children to visit the Mobile Museum.
- Meet relevant businesses in the area/ chambers of commerce/ journalists/CSOs/Government officials to create awareness about the Mobile Museum in Galle.
- Support the Search team to implement the museum during the museum days.
- Coordinate Deep Dialogues with selected participants who will be identified in consultation with the Search team.
- Support the Search team after the museum for the post museum events. (arranging the closing ceremony, museum review meeting etc.)
Ideal Candidate should:
- Have close links with the Provincial, Zonal Education Departments and with School Principals in Galle district. A good connection to different community groups (religious and ethnic) around Galle town vicinity. Links to business community in the area/ chambers of commerce and other Previous experience in coordinating large scale exhibitions/symposium etc.
- Contacts with local media stations and journalists in radio/newspapers etc. Excellent communication skills
Supervision of the consultant and quality assurance:
- The consultant/agency will be directly working with the Program Manager and Project Coordinator of the Traveling Museum Project.
Liability and Ownership Rights :
- The consultant will adhere to and comply with the internal rules and regulations of the contractor in respect of professional activities.
- The ownership of all items within the Mobile Museum remains under the ownership of Collective for Historical Dialogue and Memory (CHDM), unless specifically mentioned by the contractor. The service provider shall not grant any interviews or make any statements to the press or any other medium of public communication concerning or relating to the assignment and the contractor without the specific and prior authorization of the contractor.

- 14th October 2024 to 20th February 2025

Support the Search team during the museum days for the implementation and after the museum for the post-museum events (closing ceremony and museum review meetings etc.)

This next phase of IRC's commitment to program quality will more deliberately resource and link global thought leadership with practice on the ground. Updated Technical Unit structures will have new roles with clearer mandates. The Global Practice Lead is a new leadership role introduced by this change process. Economic Recovery and Development Technical Unit (ERD TU) The ERD TU is a dynamic team of more than 30 professionals responsible for supporting the development, implementation, and monitoring of client-centered economic wellbeing (EWB) programs. These include, but not limited to, cash and voucher assistance (CVA), agricultural & climate-resilient livelihoods, financial inclusion, and employment (including self-employment) promotion across emergency, recovery and resilience programming contexts. The TU’s technical assistance to this wide variety of programs ensures quality and use of evidence-based practices promotes innovation, diversity, equity, and inclusion and drives data-based management and decision making, with a focus on promoting local partnerships, to achieve positive change in people’s lives. Job Overview  The Global Practice Lead (GPL) for Cash and Markets is the organizational leader for cash and voucher assistance (CVA) for all of it’s five outcome areas and markets in crises (MiC) programming for the Crisis Response, Recovery and Development (CRRD) department and is a core member of the ERD TU’s leadership team. They are responsible for devising and leading strategies to raise the quality, impact, and scale of IRC’s CVA programming.  The GPL will ensure the scope, quality and relevance of global technical standards, including the generation and promotion of evidence in their technical area. The GPL will closely collaborate with Regional Leads, Technical Advisors, and Technical Coordinators across the 5 units and the Emergency and Humanitarian Action Unit (EHAU) in promoting technical best practice in CRRD programming. They will facilitate TU-led and high-impact strategic business development by providing excellent technical insights and developing and maintaining strategic relationships and networks. In line with the Cash Position Paper (the organization-wide commitment to expand CVA usage), the GPL will lead strategic planning for CVA and MiC ambitions within the economic wellbeing, as well as health, education, safety and power strategies. The GPL reports into the Senior Director, ERD TU, and will manage highly specialized CVA experts/specialists to lead the generation and use of evidence and best practices in TU-led strategic projects involving the use of CVA.   Major Responsibilities  Strategy, Program Design and Business Development •Act as the organizational leader for CRRD in CVA & MiC internally and externally •Lead strategic direction and Delivery Planning for CVA in line with the organizational Cash Position Paper •Responsible for identifying global areas of programmatic risk in CVA implementation and elevating issues to Regional Leads and TU leadership  •Collaborate with other GPLs to promote integrated program designs within ERD and across all IRC sectors that increase scale and deepen impact •Lead Technical Unit led global business development for CVA & MiC programming and support strategic project level proposals •Lead coordination with AMU to drive fundraising from Public and Institutional donors and with ER to drive fundraising from Private donors to meet strategic priorities related to CVA & MiC programming at IRC. •Oversee TU-led strategic CVA awards, working closely with regional Technical Advisors as applicable and the Grant Operations and Analytics Team •Line manage global CVA specialists, TU-led Project Directors as applicable, and co-manage shared staff (e.g in Social Protection, and Anticipatory Action) with other GPLs.  Global Practice Implementation Support •Responsible for drawing on evidence-based best practice to provide technical oversight of IRC’s global CVA & MiC technical standards, methodologies, and tools  •Accountable for the development of a limited number of high-value tools and methodologies to better integrate cross-cutting issues into CVA & MiC programs (e.g., gender equality, diversity and inclusion, climate adaptation, etc.). •Accountable for establishing information and knowledge management systems that support Regional Leads and Technical Advisors stay up to date on global technical standards, methodologies, and tools – regular update of the CVA Resource catalogue. •Establish competency framework for CVA and work closely with Regional Leads to identify competency gaps and drive capacity strengthening •Responsible for CVA operations support, such as procuring and setting up global operational tools and processes needed for CVA programming (e.g. the Global Payments Toolkit) and leading IRC’s Global Cash Working Group (includes programs, supply chain, finance, IT teams) •Accountable for ensuring Technical Advisors and Technical Coordinators have the tools and resources that are needed to measure CVA & MiC programming •Support Technical Advisors and Technical Coordinators with thorny technical problems, career planning support, and mentorship, as appropriate Research, Data, Knowledge Management, and Organizational Learning •Accountable for establishing and maintaining a Community of Practice and other channels for the Cash and Markets practice area to ensure pro-active and inclusive management with sustained learning, development, innovation, and best practice sharing  •Coordinate with Regional Leads and Technical Advisors to lift up program learning for cross-sharing and incorporation into global best practice •Guide research and evidence use efforts for CVA, working closely with colleagues and leaders in Airbel, EHAU, ERD TU, other technical units, and regional colleagues •Provide technical inputs to CVA- and MiC-specific MEAL tools and methodologies, and support data collection and interpretation in learning routines, including the use of CVA account codes.
