Position objective
The Environmental, Social and Governance Department, under the Vice Presidency for Strategy and Risk, is functionally responsible for mainstreaming environmental, social and governance (ESG) considerations in the Bank’s operations and activities. The Department is responsible for the development and implementation of the procurement policy framework and provides support to operations aiming at ensuring that public procurement is transparent, competitive and efficient and follows good practices and standards. 
The Director General, Environmental, Social and Governance Department is expected to consolidate the Bank’s ESG and project procurement related work and execute on the Bank’s General Strategy in alignment with NDB’s country systems approach, for ESG and procurement. The incumbent will also engage with stakeholders for consistent application of the Bank’s ESG and procurement policies. The overall mandate will be to ensure operational excellence in the relevant areas, in addition to positioning NDB as a leading contributor to the development of ESG capabilities and procurement processes.  In addition, the DG will also contribute to the Bank’s ESG-linked fund raising and investments activities.

Core responsibilities include the following:
•    Develop and periodically review and update the Bank’s ESG and procurement-related policies, processes and guidelines to ensure that the Bank’s frameworks support the application of high ESG and procurement standards in line with NDB’s country systems approach as well as international good practices 
•    Refine and fine-tune a coherent, consistent, risk-based approach in ESG and Procurement practices based on NDB’s experience with country systems and evolving global practices including from the private sector
•    Guide the ESG team to conduct ESG and procurement due diligences, provide inputs for procurement plan and other procurement-related aspects of projects, in alignment with the project’s objective and expected development impacts, and the Bank’s applicable policies.
•    Establish standards for ensuring efficient and agile internal processing and timely delivery
•    Manage the development of country-specific studies on ESG and Procurement systems and practices, 
•    Ensure that learnings from the implementation of projects are taken on board for fine-tuning the Bank’s ESG related work as part of periodic reviews.
•    Provide solutions, advice, and guidance to support the Bank’s operations in the preparation and implementation of projects to mitigate the E&S risks and enhance development effectiveness
•    Support Treasury, Operations and Strategy teams in designing ESG products and developing ESG-related policies, criteria and procedures.
•    Build ESG database for compiling, reviewing and assessing the Bank’s annual ESG-related disclosures to different stakeholders and investors.
•    Support Risk team in undertaking climate risk related assessments.
•    Assist in handling complaints related to ESG in projects approved by the Bank.

Additional responsibilities include the following:
•     Liaison with ESG rating agencies, ESG research agencies, ESG investors, and other stakeholders on ESG-related topics.
•     Develop external and internal ESG communication strategy, promote and build the Bank’s ESG brand, in coordination with the Bank’s Corporate Communications team.
•    Nurture talent and ensure continuous learning and development to help deliver on the Bank’s core mandate 

Position requirements:
•    Minimum of 15 years of relevant professional experience in a multilateral development bank or equivalent, regulated public/private sector financial institution, consultancy firm or relevant public department or agency.
•    Demonstrated in-depth knowledge and experiences in ESG risk management, sustainable finance and investment, and public procurement management.
•    Strong leadership and managerial skills in managing a diverse workforce.
•    Exceptional strategic thinking, leading change, problem solving, communication, conflict management and resolution, and interpersonal skills with high resilience and drive in achieving objectives and goals. 
•    Fluency in English essential to communicate in writing and speaking.
•    Master’s Degree or equivalent in a relevant professional field from a reputed university.
