OVERVIEW
The Jiyan Foundation for Human Rights is inviting applications for the position of Monitoring and Evaluation (M&E) Coordinator. For this position a background in psychology is required as well as experience with monitoring and evaluation, in particular in the NGO sector. This position will be located at the Jiyan Foundation office in (Erbil, Duhok or Sulaymaniyah), KRI. The M&E coordinator will supervise M&E and IOM officers working in KRI and Syria.

Reports to: Director of Operations (based in Duhok, KRI)
Required Degree: Bachelor or higher

KEY RESPONSIBILITIES AND DUTIES
  • Design and implementation of monitoring and evaluation systems for the Jiyan Foundation’s portfolio of human rights and rehabilitation programming, including tool development, data collection, data analysis, reporting, etc.
  • Experience with online data collection platforms (e.g. KoBo Toolbox, LimeSurvey etc.), including implementation of online surveys
  • Continuous maintenance and further expansion of a database for monitoring activities across different programs at Jiyan
  • Reviewing statistical outputs regarding treatment outcomes for Jiyan’s services and analyzing
datasets of clients through patient health questionnaires
  • Prepare and review reports regarding M&E activities and results for donors as well as other outputs to generate internal learning opportunities
  • Planning and organization of assessments and internal evaluations
  • Development of Terms of Reference (ToR) for external evaluations and assessment of evaluation proposals submitted by external contractors as well as overseeing the evaluation process
  • Supporting the development of new project proposals and program development with relevant M&E expertise (using Logframes, Theories of Change, etc.)
  • Hiring additional staff to expand the M&E team over time and supervising other M&E staff
  • Advise heads of programs, project coordinators and relevant Jiyan staff on monitoring and evaluation
  • Organization and implementation of internal trainings on monitoring and evaluation methods (e.g. focus groups)
  • Close coordination and collaboration with the heads of programs in Berlin and KRI.

Qualifications & Preferred Skills

REQUIRED SKILLS AND EXPERIENCES
  • Completed Bachelor or Higher degree in the field of business management, psychology, statistics, public policy, social sciences or equivalent.
  • Strong experience with designing and implementing M&E systems and processes (using log frames, logical models, performance indicators etc.).
  • Strong experience with quantitative and qualitative data analysis.
  • Very good, application-oriented statistical knowledge (t-test, ANOVA, correlation, regression) required, including interpreting and describing statistical results for audiences without a scientific background.
  • Good understanding of psychometric instruments, their conception, application and evaluation.
  • Experience with planning and conducting evaluations and/or research independently are desirable.
  • Ability to assess and advise on ethical issues related to M&E/research practice and data protection.
  • Experience in international development cooperation is desirable.
  • Very good knowledge of English in spoken and written form; knowledge of Arabic and/or Kurdish languages in spoken and written form is an advantage.
  • Very good intercultural communication skills.
  • Willingness to travel for several days to Europe.
  • Interest in working in an interdisciplinary and international team and in cooperation with partner organizations.
  • Ability to work independently even under time pressure.
