JOB DESCRIPTION

The purpose of the Private and Market Housing Technical Officer position is the implementation and management of the private and market housing portfolio within the Housing Institute. The role involves implementation in the review and assessment of existing housing programs and contributing to the development and execution of new private and market housing programs, ensuring alignment with national policies and an areabased approach, with a particular focus on the needs of internally displaced persons (IDP, conflictaffected persons, and other vulnerable groups.

Generic Responsibilities:

  1. Provide specific technical analysis and technical support to the coordinator on private and market housing projects.
  2. Adhere to NRC policies, guidance, and procedures, and be aware of NRC global and regional strategies.
  3. Contribute to the development of private and market housing strategies, project proposals, and provide input on needs and gaps.
  4. Ensure the implementation of the delegated portfolio of private and market housing projects, ensuring high technical quality and compliance with donor requirements.
  5. Provide regular progress updates to the Private and Market Housing Coordinator.
  6. Ensure that projects target beneficiaries most in need of protection, exploring and assessing new ways to assist.
  7. Promote and share ideas for improvement and necessary changes in activities.
  8. Promote the rights of IDPs and returnees in line with the advocacy strategy.

Specific Responsibilities:

  1. Conduct the researches and analysis for further identification and implementation of private and market housing projects, ensuring alignment with national housing legislation.
  2. Be FP for data collection of quantity and quality indicators, including communication with developers, central and local authorities, and nongovernmental stakeholders for further drafting and development of new laws.
  3. Asses housing needs among IDPs, people affected by the war, and other vulnerable groups for sharing results among stakeholders
  4. development the reports and implementation of private and market housing awareness campaigns on housing rights.
  5. Provide technical support in the development of policies and regulations related to private and market housing.
  6. Organize workshops, training programs, and provide specific technical support on capacitybuilding initiatives for stakeholders at various levels.

Generic professional competencies for this position:

Advertisement
  • Strong knowledge of Ukrainian legislation framework on housing for rental housing market, financial instruments, publicprivate partnerships, investments etc.
  • Proven experience in the field of private and market housing at least 2 years
  • Previous experience in the humanitarian field and/or experience in related central and/or local authorities will be a plus
  • Fluency in English and Ukrainian, both written and verbal.
  • Strong computer skills, including proficiency in Word, Excel, PowerPoint, Canva, and other relevant tools.

ContextRelated Skills, Knowledge, and Experience:

  • Knowledge of the housing and social protection context in Ukraine.
  • Experience in organizing presentations, workshops, and awarenessraising sessions.
  • Experience in developing and managing databases, preferably related to housing or social services.
  • Strong analytical skills and the ability to work with information systems.
