Project Objective
In August 2022, The United States Agency for International Development (USAID) awarded International Business Initiatives Corporation (IBI) the Evaluation Survey Services Plus (ESS+) contract to support USAID/Haiti and its partners with evaluations, survey and study support, capacity building and learning events, and in-country Third Party Monitoring. IBI partnered with SI to implement the USAID Haiti Evaluation and Survey Services Plus (ESS+) Activity.
USAID/Haiti has engaged Haiti ESS+ to conduct a mid-term evaluation of the Improve Health Service Delivery (IHSD)-Integrated Health Resilience Activity. The findings of this mid-term evaluation will identify demonstrable gains and gaps progress towards core program objectives relating to system strengthening. The findings will also help identifying opportunities, successful tools and approaches to strengthen local partners ‘capacity to implement USAID programs. The findings will further inform what could be adjusted for current and future program implementation.
Position Description
Haiti ESS+ is seeking a localization & capacity building specialist (LCBS) consultant to support all technical and management aspects of the IHSD mid-term. The LCBS will be expected to work closely with the mid-term Team Leader, Evaluation Specialist, Subject Matter Expert, Cost effectiveness specialist, a local data collection firm, the Haiti ESS+ team, and the SI headquarters project management team to ensure quality and timely deliverables. The evaluation level of effort is approximately 10 – 12 weeks (from 50 to 65 days), inclusive of two to three consecutive weeks (18 days) of data collection and analysis.
This position will be entirely remote.
Roles and Responsibilities
- Collaborate with the Team Leader on strategic and operational planning, to implement the approved mid-term evaluation design and ensure compliance with all USAID contractual reporting for the evaluation.
- Under the Team Leader’s guidance, lead the design and implementation of Improve Health Service Delivery evaluation localization and organizational capacity building related methods and instruments.
- Conduct analysis and review of data and provide localization and capacity building expertise.
- Contextualize analysis and findings to the localization and organizational development fields.
- Participate in USAID meetings and internal evaluation team meetings.
- Ensure all deliverables reflect the realities and expertise from the localization and organizational development/capacity building lens.
- Work closely with the survey team, ESS+, and SI HQ project personnel.
- Participate in the data collection and analysis, ensuring data quality.
- Support writing all deliverables associated with the evaluation; including, but not limited to, the evaluation design (including tools) and the draft and final reports in conformity with SI and USAID regulations, and the Scope of Work.
- Participate in managing all deadlines and record maintenance.
- Assist Haiti ESS+ in maintaining good working relationships with USAID, Government of Haiti counterparts, local organizations, and other program partners.
Qualifications
- At least ten (10) years of experience of organizational capacity building, organization development, or localization efforts within health projects or related sectors.
- Must hold a master’s degree in organizational development or other related fields.
- Previous evaluation experience as a specialist in localization to national partners
- Previous USAID evaluation or project implementation experience required
- Subject matter expertise in Health Program Management
- Expertise in localizing health service delivery
- Experience in working with local or community-based organizations to enhance their operational and management capabilities
- Knowledge of USAID’s localization policies, procedures, and tools.
- Expertise in applying the principles of localization, including empowering local stakeholders to lead and sustain interventions
- Experience conducting USAID assignments of localization. activities or local organization capacity assessment.
- Expertise in models of organizational capacity-building.
- Familiarity with global health and PEPFAR service integration is desirable.
- Experience in applying localization and/or organizational development experience to inform instrument design for quantitative surveys and qualitative data collection.
- Flexible, able to work well in a team setting, open-mindedness are preferred attributes.
- Proven leadership and organizational skills to successfully support the Team Leader
- Excellent interpersonal skills, including experience successfully interacting with host government officials, civil society partners, and other stakeholders.
- Fluency in English and French is required. Proficiency in Kreyol is highly desirable.
- Excellent writing skills, including experience writing evaluation and/or assessment reports.
