  1. BACKGROUND

ActionAid Denmark (AADK) is implementing a five year (2022-2027) programme in Morocco funded under the Danish Foreign Ministry Danish Arab Partnership Programme. This is done in consortium with other Danish NGOs where AADK is country lead in Morocco The overall objective of the Youth Inclusion and Employment Project (YIEP) is to enhance employability and engagement of young women and men in entrepreneurship As part of the programme, AADK will in partnership with a local organisation in Morocco establish a Global Platform (GP).. (www.globalplatforms.org ), that will be an integrated part of the overall programme YIEP. Furthermore, the GPwill link the region into the Global Platform Network, supported through the AADK lead Global Platform Secretariat.

AADK is inviting consultants to submit proposals for the initial Global Platform Start up-process, supporting a local partner organisation in the Global Platform establishment process. The task includes support and training of the partner organisation staff, pool of trainers and volunteers on the Global Platform methodologies including the planning and organising of a Training of Trainers for the Global Platform Network, conducted in French. These Terms of Reference (ToR) describe the main objectives and timeline for consultant proposals for a process to be implemented between October and December 2024.

  1. INTRODUCTION

ActionAid Denmark (AADK)is a dual-mandate organisation with almost 70 years of experience with development work and more recently with humanitarian interventions to improve the conditions of life for and with people living in poverty. AADK’s constituents are primarily young people with a special focus on young women. Together with local organisations the aim is to empower people living in poverty and support them in knowing and demanding for the realisation of their rights, for them to build democratic, just, and sustainable societies. As part of the international ActionAid Federation (AAI), AADK supports human rights-based development in 70+ countries and reaches 25+ million people.

The Global Platforms are spaces where young people exchange knowledge, organise, and take action for transformative change. The Global Platform network is a vibrant and global network of youth-led spaces facilitating for radical embodiment and youth-led change. The GPs are instrumental in ActionAid’s vision to capacitate young people and there are now more than 70 locally rooted GPs across 30 countries. The AADK lead Global Platform secretariat supports the Global Platform network and facilitates for the concept to be practiced based on a shared approach to youth engagement.

The project runs in continuation and will be an added value to the existing YIEP programme in Morocco by offering a safe, inclusive and free space dedicated to youth-led innovation, youth empowerment and enhancement of employability and entrepreneurship engagement among young people in Morocco. Aligned with ActionAid’s global network for youth-led activism, the GP in Morocco will build upon successful models in Jordan and Tunisia while uniquely focusing on enhancing employability and entrepreneurship.

  1. OVERALL OBJECTIVES OF THE ASSIGNMENT

The overall purpose of the assignment is to develop and support the implementation of a GP Start-up process in Morocco, based on the Global Platform methodologies. The GP Morocco is intended to be capable of providing young people with capacity development and support to youth-led initiatives in order to INSPIRE young people, ACT to address youth unemployability and to CONNECT Moroccan young people, the private sector, organisations and policy makers to provide a more conducive environment for decent income and self employment opportunities.

Scope of the assignment

The assignment will be focused on supporting the establishment of a youth led, safe space in Morocco, based on the GP methodologies. This is in alignment with the YIEP project and with an aim to strengthening the capacity off staff, trainers and volunteers to mobilise and support young people to take action for political change.

The consultant is expected to develop and implement a plan for the local partner-organisation, that support and facilitate for the capacity strengthening of staff, trainers and volunteers to take forward the GP concept and methodologies in a local context and linked to the global network.

Expected outputs

  • Development and implementation of a process-plan for next steps in the establishment of a physical Global Platform in Morrocco.
  • Development and implementation of a clear roadmap for the capacity strengthening and development support to GP Morocco including the internalisation of the GP concept, approach and methodologies.
  • Alignment of GP Methodologies into the entrepreneurship framework (A concept-note or toolkit?)
  • Development and implantation of a French speaking TOT for the Morocco team and extended GP network (potentially to be hosted in Senegal) including plan and support for step-down training on the GP methodologies
  • Facilitation and support in the planning of a partnership visit/exchange/exploration to learn from the GP Senegal (either before or after the TOT) for the Morocco team

It is expected that the contractor will have frequent communication and virtual meetings with ActionAid Denmark staff, partners and other relevant keypersons in the partnership countries and will plan and organise for virtual as well as on-site training, mentoring and support to Morocco team during the assignment period.

  1. TIMEFRAME & SUBMISSION OF PROPOSALS

The assignment will start no later than 25th of October 2024 and end no later than 31. December 2024. A total number of working hours per week and an hourly rate including VAT will be agreed before entering the contract.
