Description

IRC is seeking a qualified ERD Sr. IM Officer who will be responsible for IRC’s ERD data collection, developing the tools, and information management systems are efficient, reliable, easy to use, and aligned with internal and external reporting requirements for IRC’s ERD programs in Iraq including Cash, Livelihoods, and/or Agricultural Livelihoods Programming. The ERD Sr. IM Officer will be responsible for designing the digital applications for ERD, updating the IPTT, and following up with the partners to ensure all the targets and the databases are achieved and on track, leading the Joint Price Monitoring Initiative (JPMI) in cooperation with Iraq Cash Forum, etc. He/she will report to the ERD Coordinator in Iraq and will work closely with IRC’s ERD program focal points. Also, to work closely with the local partners’ team. This program aims to improve service access, and socio-economic empowerment and enhance recognition for Iraqi IDPs, Returnees, and Host communities. This position will be based in Erbil to ensure all the data and IM progress of the ERD program are centralized.

Major Responsibilities:

  • Support the overall information management process for IRC’s ERD program in Iraq, including data collection, database development and maintenance, reporting, learning, and evaluation.
  • Support the development and management of IRC’s ERD information management systems for Iraq in line with IRC ERD’s overall data management platform and IRC’s Monitoring for Action core standards.
  • Coordinating with ERD staff and partners to track the IPTTs in coordination with the MEAL team.
  • Represent IRC at relevant external meetings regarding the IM as required.
  • Leading the JPMI in cooperation with the Iraq Cash Forum and developing the required report to be shared widely with all MPCA actors.
  • Provide the required training to the ERD staff, Partners, and other stakeholders on IM and JPMI.
  • Develop MPCA and Business Grants payments sheets for ERD projects and for ERD partners as well.
  • Design and develop data collection tools including registration forms, assessments, and monitoring tools using online platforms such as Open Data Kit; design paper registration forms as needed.
  • Managing the Comcare App for the Livelihood projects and ensuring all the data are accurate and reported to MEAL and ERD Coordinator.
  • Prepare training and workshop PowerPoints in coordination with the ERD coordinator and field team.
  • Coordinate with ERD field staff and partners to collect the client counts and report them to the MEAL team.
  • Ensure that data is effectively and accurately stored and archived in ERD’s IM database, and ensure that all forms, and tools are aligned structurally with the database and donor reporting requirements.
  • Design and prepare custom Dashboards, banners, brochures, and booklet projects for ERD.
  • Ensure all data collection systems and procedures and line with IRC standard operating procedures, particularly related to approvals, documentation requirements, and data management
  • Develop and update every week program activity tracking tools to be shared with Program Coordinators
  • Support the ERD technical teams in completing weekly, monthly, quarterly, and final donor reports
  • Design and develop tools and systems to carry out the program monitoring plans, and ensure monitoring tools are implemented correctly and in a timely manner by ERD and M&E staff
  • Coordinate closely with the MEAL team to ensure MEAL activities for ERD (including post-distribution monitoring, and registration monitoring) are supported as needed.
  • Providing support to local partners’ focal points to collect and process data efficiently.
  • Develop PowerBI related to ERD data.
  • Work with the ERD program team on data collection processes and follow up on any issues that may arise to ensure the data is validated.
  • Coordinate with the MEAL department on any support needs including assessments, data collection instruments, training, and database support.

Qualifications & Preferred Skills

·         University degree in a relevant field required, including information management systems, computer science, data science, or a related degree.

·         Minimum three years of previous experience working with information systems management, monitoring and evaluation, database development, and management.

·         Experience implementing or supporting one or more of the following activities: Database management, information systems, and accountability systems.

·         Strong organization skills; ability to prioritize, multi-task, and follow work plans

·         Strong planning, writing, and reporting skills

·         Fluent in Arabic and English, Kurdish is essential.

·         Full professional competency in Microsoft Office Suite, especially Word, Excel, Outlook, and PowerPoint.

·         Knowledge of data analysis and data visualization tools is a distinct advantage

·         Knowledge and experience of Kobo, Comcare, PowerBI, and Access would be a distinct advantage

Total benefits:

  • Salary range: (2,503,846 – 3,255,000) Iraqi Dinars, based on various factors including the labor market, job type, internal equity and budget as well as calibrated by work location, individual candidate experience and skills relative to the defined job requirements.
  • 13th month salary per year.
  • 21 days of leave and 15 days of paid holidays per year.
  • IRC provides health insurance for staff and their dependents.
