JOB DESCRIPTION
Under the direction of Director of the Capacity Development and Implementation Bureau (CDI), the Field Operations Section (FOS) is responsible for the development, implementation, monitoring, evaluation, and closure of Technical Assistance (TA) and Technical Cooperation (TC) projects. It drafts agreements and aids in creating country-specific and regional projects and programs by identifying priority areas, developing objectives, activities, and deliverables, setting timelines, and specifying budgetary requirements.
Additionally, under the direction of the CDI Director, the Field Personnel Section (FOS/FRU) recruits international experts to implement Capacity Development and Implementation projects across various Civil Aviation fields and manages the ICAO Roster of Experts.
May include some, or all, of the elements listed below in advising and assisting with: Review and revise detailed regulations concerning the operational certification and surveillance of operators.
Establish and oversee the initial operation of a Flight Operations Department, including:
- the issuance of air operators’ certificates to operators;
- the regular operational surveillance of certificated operators;
- the approval of operational procedures, manuals and equipment for carriage on board aircraft; and
- the development of written procedures which will ensure that inspections are carried out in a uniform manner.
Provide guidance and on-the-job training in the above duties to national counterparts.
Perform other related duties, as assigned.

A first level university degree in an aviation related field is required.
Essential
- Airline transport pilot license (ATPL) is required.
- Certificate in ICAO’s Universal Safety Oversight Audit Programme, Continuous Monitoring Approach (USOAP CMA) Computer Based Training (CBT) course before taking up the assignment.
- At least 9 years extensive experience at a management level in a civil aviation administration, airline or similar aviation-related organization.
- Previous experience in flying a modern large aircraft is desirable.
- Experience in providing training and/or conducting seminars and workshops in an aviation-related discipline, preferably related to international obligations and government regulation of air transport and specifically relating to aircraft operations certification and supervision.
- Proven experience in handling legal responsibilities related to the issuance of documents by a CAA under State of Operator, relating to supervision of flight operations is desirable.
- Previous experience in managing the procedures for granting air operator certificates and the subsequent regular surveillance of operators is required.
- Previous experience in developing policies, manuals, standard operating procedures and or aviation regulatory frameworks
- Experience in liaising with outside agencies to whom some tasks concerning operational surveillance may be contracted.
- Previous experience in the assessment of obstacle clearance altitude/height (OCA/H), Obstacle free zone (OFZ),Obstacle limitation surface (OLS) is desirable.
Essential
- A good command of oral and written English.
Desirable
- A working knowledge of French or another official language of the Organization (Arabic, Chinese, Russian, or Spanish).
It should be noted that this is a prospective position intended for experts interested in consultancy contracts. (short and long term)
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
