Counterpart International is seeking qualified technical experts in the subject matters listed below for the anticipated USAID-funded Task Order 2 (TO2) under the Democratic Governance Indefinite Delivery/Indefinite Quantity (IDIQ) Contract in Honduras. TO2 focuses on civic engagement and political participation of marginalized and underrepresented populations, especially women and youth. This call for CVs from subject matter experts is open to Honduran nationals. Candidates who have worked outside of Tegucigalpa or have networks working in municipal and rural areas of Honduras are encouraged to apply.

We are looking for a variety of expertise and years of experience in the following subject matters:

  • Gender and Social Inclusion
  • Civic Participation
  • Advocacy and Engagement
  • Civic Rights and Awareness
  • Youth Engagement/Leadership
  • Facilitation and Training for women and youth
  • Mis and Dis-Information
  • Municipal and/or Community engagement
  • Media Strengthening

Responsibilities

The Technical Expert(s) will have technical oversight, management and stakeholder relations among other assigned duties.

Technical Oversight

  • Provide strategic oversight over TO2 activities, leading to the design and implementation of civic engagement and local capacity strengthening activities as well as other subject matter activities as relevant to the position.
  • Contribute to the drafting and review of project deliverables.

Management

  • Oversee project staff.
  • Oversee CSO grants.

Stakeholder Relations

  • Coordinate with other project leads and external stakeholders.
  • Pursue synergies with the Government of Honduras and other donor-funded programs.

Qualifications

  • Bachelor’s degree in economics, public administration, political science, or related field; master’s degree preferred.
  • Minimum 8 years of experience overseeing one or more subject matters.
  • Experience working with marginalized populations, including women and youth.
  • Experience working with local government units, civil society/community-based organizations, and grassroots movements.
  • Ability to engage with key partners and conduct strategic thinking and management processes.
  • Experience facilitating meetings, workshops, trainings, and consultations.
  • Experience in Honduras working on USAID and other donor projects.
  • Knowledge of the political and social context of Honduras.
  • Familiarity in working with international development organizations or in the international development context in Honduras.
  • Excellent organizational, analytical, oral, and written communication skills.
  • Ability to work well in a team and in independent settings.
  • Fluency or advanced in spoken and written Spanish and English.
