Scope of Work

The Program Cycle Support Activity (PCSA) is conducting a mid-term evaluation of a joint HIV and TB project in Myanmar. The Evaluation Team Lead act as the lead for this evaluation. The Evaluation Team lead will be responsible for the design, implementation, analysis and report writing of for the evaluation. S/He is expected to provide task coordination for the evaluation team and quality oversight of the process and report.

S/He works the works closely with the Performance Monitoring Specialist and Evaluations and Assessment Manager to manage the evaluation and produce final reports and presentations.

The position requires travel to Yangon, Myanmar and may require travel within Myanmar.

Position Functions:

The Evaluation Team Lead will serve as chief technical advisor and will be responsible for the management of the entire evaluation and technical management of the evaluation team. S/he is responsible for the submission of the final report. Responsibilities likely include (but are not limited to):

  • Serve as the chief technical advisor for the project’s evaluation efforts.
  • Lead and coordinate the evaluation team’s activities and tasks
  • Design and implement appropriate evaluation methodologies to assess project performance and its outcomes.
  • Conduct interviews with key stakeholders and other field assessments. Must deliver clearly labeled audio recording files and notes for each interview conducted.
  • Guide training and deployment local data collection firm for the evaluation’s field data collection
  • Ensure the quality, accuracy, and rigor of the evaluation process. .
  • Ensure timely delivery of evaluation deliverables and reports, serving as lead author of deliverables (see description below) and delegating inputs from other team members.
  • Participate in the client inbrief and exit brief meetings as well as final results presentation.

Qualifications and experience:

The selected candidate will preferably have the following qualifications and experience.

  • Master’s degree or higher in evaluation, public health, epidemiology, statistics, data science, or relevant field. PHD is a plus
  • Minimum of 10 years of experience monitoring and/or evaluating public health or international development programs in developing countries
  • Experience with HIV and/or TB programs and evaluations is highly desirable.
  • Strong knowledge, skills, and experience in design and implementation of both qualitative and quantitative evaluations or assessments
  • Proficiency in quantitative and qualitative data analysis
  • Exceptional communications and interpersonal skills, including digital/remote communication, written, in-person/presentation, and facilitation skills applied within multi-cultural contexts;
  • Demonstrated experience in planning and implementing field data collection. Data collection experience in fragile or conflict environment is highly desirable.
  • Excellent skills in project and team management, including planning and leading an evaluation, research or assessment teams in design, implementation, analysis and report writing.
  • Familiarity with international development Evaluation policy and its practices
  • High level professional proficiency in written and spoken English is required
  • Strong writing and presentation skills, including experience writing evaluation and/or assessment reports and providing presentation to senior staff
  • Experience working in Asia and/or Southeast Asia is required, and experience in Myanmar is highly desirable
