Chemonics seeks a Regulatory and Policy Team Lead for the anticipated USAID/Ghana Enhancing Trade and Finance activity (ETF). This five-year activity will mobilize finance and investment in targeted sectors of the Ghanaian economy – including, but not limited to, agriculture, climate mitigation and adaptation, trade, apparel, Water, Sanitation and Hygiene (WASH), renewable energy sectors – and create jobs. The activity will ensure the development of a broad and diverse finance market which is able to meet financing needs of different business types through increased private sector investment. In addition, the activity will enhance trade by creating linkages to improved markets and empowering Small Medium

Enterprises (SME) with growth potential to seize trade and investment opportunities and meet foreign market standards. This position will be based in Accra, Ghana. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:

  • Oversee all activities to facilitate a regulatory environment that encourages alternative financing method, and promote private sector investment and inclusive finance
  • Coordinate with the Chief of Party and other component team leaders to ensure that all activities are aligned with the overall scope and objectives of the activity
  • Lead mapping of the policy, institutions, and regulation landscape, determining responsibilities and identifying elements to change to ensure accountability and effective service delivery
  • Build on existing capacity strengthening mechanisms to address gaps, and institutionalize capacity strengthening into institutional processes and procedures.
  • Develop and maintain highly collaborative relationships with counterparts and relevant private sector stakeholders
  • Other duties as assigned

Qualifications:

  • Bachelor’s degree in economics, finance, agriculture, environmental science, climate science and policy, or a related field required
  • Minimum 7 years of experience working on financial and environmental sector reforms, inclusive finance, and enhancing private sector enabling environments at the senior level
  • Demonstrated understanding of the institutional and legal framework in Ghana
  • Good understanding of operational challenges of providers in Ghana
  • Proven technical or managerial expertise in at least one of the following sectors: agriculture, climate mitigation and adaptation, trade, apparel, WASH, renewable energy, or related sector
  • Demonstrated capacity strengthening skills and experience with focus on institutionalizing capacity strengthening systems within partner organizations
  • Experience working in West Africa, preferably in Ghana
  • Experience with USAID programming highly preferred
  • Strong interpersonal, written, and oral communication skills
  • Demonstrated leadership, versatility, and integrity
  • Fluency in English required. Proficiency in at Twi or another local language highly desired
