Counterpart International is seeking an Advocacy and Engagement Specialist for the anticipated USAID opportunity in Honduras. The Advocacy and Engagement Specialist will play a critical role in a USAID-funded project aimed at promoting women’s political participation and strengthening democratic processes in Honduras. This role involves developing advocacy strategies, building coalitions, and engaging with diverse stakeholders to advance gender equality in political spaces. The specialist will also lead efforts to mobilize communities and ensure that women, youth, and marginalized groups are empowered to actively participate in political and decision-making processes.

Responsibilities

  • Advocacy Strategy Development: Design and implement targeted advocacy strategies to promote policies and legal reforms that enhance women’s political participation and leadership at local, regional, and national levels.
  • Stakeholder Engagement: Build and maintain relationships with key stakeholders, including government officials, civil society organizations (CSO), political leaders, and community groups, to foster collaboration on women’s political empowerment.
  • Community Mobilization: Lead efforts to mobilize communities, particularly women and marginalized groups, around key advocacy issues, empowering them to engage in political processes and advocacy campaigns.
  • Coalition Building: Facilitate the creation and strengthening of coalitions and networks that work towards gender equality in political participation, connecting grassroots organizations, women’s groups, and civil society actors.
  • Public Awareness Campaigns: Develop and implement public engagement and awareness campaigns to raise the profile of women’s political participation issues, using both traditional and digital media platforms.
  • Capacity Building: Organize workshops and training sessions for women leaders, civil society actors, and political stakeholders to enhance their advocacy skills, strategic communication, and political engagement.
  • Policy Advocacy: Provide technical support in policy dialogues, legislative reforms, and advocacy initiatives that focus on removing barriers to women’s political participation and leadership.
  • Cultural Sensitivity: Ensure advocacy efforts are culturally sensitive and inclusive, addressing the specific needs of indigenous, Afro-Honduran, rural, and other marginalized women.
  • Monitoring, Evaluation, and Learning (MEL): Collaborate with the MEL team to assess the impact of advocacy and engagement initiatives, using data to refine strategies and enhance effectiveness.
  • Reporting: Prepare regular reports detailing progress, challenges, and outcomes of advocacy and engagement activities, with recommendations for future improvements.

Qualifications

  • Bachelor’s degree in Political Science, Gender Studies, International Relations, Law, or a related field. Master’s degree is preferred.
  • Minimum of 5 years of professionally responsible experience in international development and/or assistance field in general. Minimum of 3 years of experience in advocacy, political engagement, or civic participation, with a focus on gender equality and women’s empowerment.
  • Experience working with USAID or other international development agencies, particularly on projects focused on governance, political engagement, or gender advocacy.
  • Strong understanding of the political and social landscape in Honduras, especially as it relates to women’s rights and participation in politics.
  • Proven experience in coalition building, stakeholder engagement, and advocacy campaign design and implementation.
  • Fluent Spanish, with professional written and verbal English proficiency.
  • Excellent communication, negotiation, and facilitation skills.
  • Ability to work effectively in a multicultural and fast-paced environment.

Desired Skills:

  • Familiarity with USAID’s governance and gender equality frameworks, as well as experience in implementing advocacy strategies within a development context.
  • Strong knowledge of local, national, and international legal frameworks related to gender equality, political participation, and advocacy.
  • Experience in organizing and leading multi-stakeholder dialogues and policy discussions.
  • Expertise in strategic communications, public relations, and digital advocacy tools.
