Scope of the work:

The 2 consultants will support the ECARO outpost Italy to carry out the final project evaluation of “PROTECT” and produce the final evaluation report, as per following tasks and deliverables outlined in the project evaluation plan:

Task 1: Preparation and finalization of the Inception Report

Task 2: Organization and conduction of validation workshop (post data collection phase)

Task 3: Drafting and finalization of the Final Evaluation Report

The 2 consultants will work under the primary supervision of the Emergency Specialist, and in coordination with the entire project team and UNICEF Implementing Partners and stakeholders. The Senior Evaluation Consultant will be responsible for the planning and implementation of the activities aimed at completing the deliverables.

Secondary supervision is ensured by the Country Coordinator.

Conducts validation workshop to present the results and collects feedbacks 5. Validation workshop and presentation of results (post data collection phase) by 15 February 2025

Senior Evaluation Consultant (Consultant 1)
Design research tools and protocol and advises on adaptations over time. 1. Desk review completed by 30 November 2024 and results annexed in the Inception Report 45 Working days over 4 months – the Junior Consultant should specify in the technical offer the breakdown of number of days needed per deliverable within the overall amount of 45 days
Performs an adaptive desk review of the project literature, and provides results to support the inception report 2. Research tools and protocol designed
Collects qualitative and quantitative data on the ground. 3. At least 10 KIIs and 8 Focus Group discussions and documented completed by 31 January 2025
Prepares transcriptions/data cleaning in English.
Organises the validation workshop 4. Validation workshop organised.
Drafts evaluation report in English 5. Presentations and relevant document prepared.

7. First Draft of evaluation report by 21 February 2025

Work location: Home-based in Italy with travels to Rome and project locations as per evaluation plan

To qualify as an advocate for every child you will have… 

Consultant 1: Evaluation Lead

  • Master’s in Social sciences, development studies, economics, advanced statistical research, or any other relevant field.
  • Master or “Laurea Specialistica” requirement can be substituted with additional 2 years of relevant professional work experience
  • Ten years of relevant professional experience in evaluation and research, including leading and managing complex evaluation assignment in development and/or emergency interventions
  • Strong analytical and writing skills to compile and consolidate various inputs and produce technical and concise documents are required.
  • Fluency in English (oral, written) is required, and a good command of Italian would be an asset

Consultant 2: Evaluator

  • Five years of relevant professional experience in monitoring and reporting, including work with results framework, indicators, data collection and analysis is required.
  • Strong analytical and writing skills to compile and consolidate various inputs and produce technical and concise documents are required.
  • Fluency in Italian and English (oral, written) is required.

Additional skills include:

  • Proven experience, within the UN context, in writing data-driven strategic documents to disseminate to the broad public.
  • Proven experience of having worked within a humanitarian context and/or in a multicultural environment.
  • Strong interpersonal skills

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
