Finn Church Aid Ukraine is looking for a Program Manager. The Program Manager is a key member of the UKRCO Senior Management Team and will work in partnership with the Country Director and Finance and Administration Manager to provide professional leadership and strategic direction for UKRCO. The Program Manager will manage UKRCO’s program staff. The Program Manager will play a lead role in shaping and planning UKRCO’s programming in FCA’s three priority areas: Right to Education, Right to Livelihoods and Right to Peace and contribute to the UKRCO country strategy. The Program Manager will be based at FCA’s office in Kyiv.

FCA’s humanitarian aid programme in Ukraine focuses on education and livelihood sectors in central and eastern Ukraine which involves frequent travels and deployment in areas heavily affected by the war.

Scope of Work & Deliverables

Duties and responsibilities will include, but are not limited to:

  • Responsible for managing and guiding UKRCO’s Program Staff and Technical Advisors, ensuring quality and timeliness of programming.
  • Responsible for developing and monitoring UKRCO’s overall programming plan and implementation.
  • Ensure UKRCO’s programming activities are relevant in the Ukrainian context and reflective of humanitarian and FCA’s organizational principles, global strategy and other relevant strategies such as Education and Education in Emergencies (EiE), Livelihoods Strategy, Peacebuildling Strategy.
  • Contribute to UKRCO’s overall management and strategic planning as part of the Senior Management Team, along with the Country Director and Finance and Administration Manager.
  • Work closely with UKRCO’s Grants Manager and Country Director to plan and guide fundraising activities, including project design and the timely development of project proposals.
  • Work closely with UKRCO’s Partnership Coordinator to establish and/or strengthen relationships with relevant local partners and other program stakeholders to support UKRCO’s relevant programming activities and opportunities and consolidate FCA’s presence in Ukraine.
  • Coordinate and represent FCA with relevant stakeholders including international NGOs, donor coordination structures and clusters, UN agencies, donors, national and local authorities and other stakeholders.
  • Lead on advocacy initiatives in country and working together with FCA’s advocacy team in Helsinki to increase international impact.
  • Acting head of FCA’s Ukraine Office when Country Director is unavailable.

Required Expertise and Qualification

The candidate must possess the below minimum qualifications and skills:

  • At least 5 years’ experience working in humanitarian and/or international development programs focusing on education and /or livelihoods/economic empowerment in Ukraine
  • Staff management and/or supervisory experience.
  • Proven experience developing and writing funding proposals for international donors
  • Strong analytical, administrative and conceptual skills.
  • Proven ability to prioritize tasks, meet deadlines and work with limited supervision, pro-active and a good team-player.
  • Effective leadership skills, excellent communication skills and a good sense of humor.
  • Fluent in written and spoken English, Ukrainian and/or Russian desirable
  • Understanding of Ukraine’s education system, particularly the New Ukrainian School priorities, and/or economic empowerment, livelihoods and vocational training policies and priorities would be beneficial.

The position will be filled as soon as possible and it is a fixed-term employment until 31st March 2026, with six-month probation period. The compensation is based on FCA salary scale and the candidate’s level of experience. Preference will be given to candidates who are already working in Ukraine.
