Position Overview:

As a Global Public Policy Leader with a focus on international business, you will be reporting to SVP, Global Public Policy and building or overseeing a team of experts in engaging with policymakers, advocacy organization, thought leaders and other stakeholders on key issues that affect Lilly’s business and reputation.

 

You will play a pivotal role in developing and advancing policy priorities in key regions across the globe. You will be responsible for identifying and monitoring policy threats and opportunities, synthesizing complex policy issues into clear and actionable business strategies, and leading in-house and external consultants (as necessary) to shape favorable policy environments and outcomes. This position requires a keen understanding of global political dynamics, regulatory frameworks, multilateral/multinational organizations, and a strategic mindset to drive business growth while ensuring compliance with local laws and regulations.

 

At a high level, you will: 

  • Work closely with the International Government Affairs and liaise, as needed, with the Executive VP of Lilly International Business Unit.
  • Lead the International policy identification, development and team prioritization, seeking to improve the environment and advance long-term objectives.
  • Develop industry leading public policy capabilities in major markets OUS.
  • Provide robust information flow for Lilly executive leadership.
  • Identify public policy capacity needs, especially at affiliate level.
  • Identify, coordinate and drive International Business Unit policy priorities and convergence around key policy position across functions and affiliates. 
  • Represent Global Public Policy on OUS reach and scale efforts to bring medicines to patients faster.
  • Execute on operational objectives (budgeting, talent management, etc.).

 

Key Responsibilities:

Policy Identification and Development:

  • Identify and prioritize key strategic policy threats and opportunities, monitoring external events and internal business needs.
  • Develop and articulate clear, rational, and cross-functionally informed policy positions in a timely manner and demonstrate agility in revising/revisiting positions as circumstances evolve.
  • Develop and execute comprehensive corporate affairs campaigns to drive progress on preferred policy outcomes.
  • Build and maintain strong relationships with key multinational and regional policy development bodies (e.g., WHO), to shape their agendas and advance Lilly’s interests on key topics such as intellectual property, taxation, pricing, reimbursement, industrial policies, market access, and trade.
  • Influence and drive trade association strategy to align with Lilly’s long-range goals.

Policy Development, Advocacy Organization and Thought Leader Engagement Strategy:

  • Develop and implement a comprehensive research agenda aligned global policy objectives and affiliates in significant markets.
  • Cultivate relationships with key think tanks, thought leaders and advocacy organizations on OUS policy issues to advance Lilly’s policy priorities.
  • Lead team to develop critical resources (e.g., white papers, advocacy briefs) for use by affiliates CA teams and International Government Affairs)
  • Monitor and legislative and regulatory developments that may impact the company’s operations and develop policy positions and issue assessments when needed.

Policy Identification and Development:

  • Build and maintain strong relationships with key multinational and regional policy development bodies (e.g, WHO), to shape their agendas and advance Lilly’s interests on key topics such as intellectual property, taxation, pricing, reimbursement, industrial policies, market access, and trade.
  • Influence and drive trade association strategy to align with Lilly’s long-range priorities.

Strategic Partnerships:

  • Identify opportunities for strategic partnerships with government agencies, international organizations, and non-governmental organizations (NGOs) to advance shared objectives, such as sustainable development and corporate social responsibility goals.
  • Leverage external relationships to gain insights into emerging trends, legislative priorities, and geopolitical risks that may impact the organization’s business operations.

Communication and Stakeholder Engagement:

  • Engage with internal and external stakeholders to build consensus around policy priorities and advocacy initiatives.
  • Serve as a spokesperson for the organization on policy topics and future of healthcare issues.

Compliance and Risk Management:

  • Collaborate with internal stakeholders, including legal, compliance, policy, and regulatory teams, to ensure adherence to applicable laws and regulations across global markets.
  • Conduct risk assessments and develop mitigation strategies to address legislative challenges and geopolitical uncertainties.
  • Manage the International Public Policy budget and business planning process, and ensuring compliance, process improvement, collaboration, and productivity across the function.

 

Talent Management and Organizational Development

  • Lead, mentor, and develop a high-performing team of leaders and professionals in a matrixed environment.
  • Recruit top talent to support the company’s growth objectives and strategic initiatives.
  • Promote a culture of learning and development to empower employees and enhance organizational capabilities.
  • Train, direct, and empower the OUS policy staff to drive impact and policy outcomes.
  • Identify and address capability and resource gaps, replicating successful strategies and tactics from other affiliates, and communicating effectively with internal stakeholders across geographies.
  • Share best practices and learnings across affiliates and identifying capacity gaps and opportunities for improvement.

 

Required skills and qualifications.

  • Bachelor’s degree in political science, International Relations, Law, Business Administration, or a related field. Advanced degree preferred.
  • Extensive experience (7+ years) and leadership in government affairs, public policy, or related fields, with a focus on international business and regulatory compliance.
  • Experience leading teams in a large global organization and highly matrixed environment to accomplish stretch goals.
  • In-depth knowledge of global political and regulatory environments, particularly in key markets relevant to the organization’s business operations.
  • Proven track record of successful advocacy and relationship-building with NGOs, industry associations, and other stakeholders.
  • Designed and delivered integrated public affairs strategies for various clients and project.
  • Influenced trade association strategy, aligning with organizational goals and values.
  • Strong analytical skills and strategic thinking capabilities, with the ability to anticipate and respond effectively to emerging challenges and opportunities.
  • Excellent communication and negotiation skills, with the ability to convey complex ideas clearly and persuasively to diverse audiences.
  • Ability to work collaboratively across functional teams and influence decision-making at all levels of the organization.
  • Fluency in multiple languages and experience working in multicultural environments is a plus.

 

Location:

Washington, DC or other major global hubs OUS will be considered. 

 

Travel Percentage:

  • 35%-45%
