JOB SUMMARY:

The Senior Program Officer plays a critical role in supporting CARE’s Monitoring, Evaluation, Accountability, and Learning (MEAL) systems and capacity for both U.S. and global advocacy. This position facilitates data collection and evaluation to inform and enhance advocacy strategies within CARE’s U.S. Programs and Policy Advocacy (USPPA) department. In addition to leading efforts to track advocacy milestones, this role will support grant management by coordinating project updates, ensuring alignment with MEAL best practices, and assisting with grant reporting, applications, and fundraising initiatives. The ideal candidate will be enthusiastic about MEAL, have strong skills in data analysis, project management, and communication, and collaborate effectively across teams. If based globally, the candidate must be able to work some East Coast U.S. hours to ensure alignment with the US Advocacy teams.

RESPONSIBILITIES:

MEAL Efforts to Inform Strategy and Decision-Making

  • Lead department efforts to document advocacy wins and support advocacy impact measurement by tracking advocacy milestones and drafting Advocacy Influencing and Impact Reporting (AIIR) Tools.
  • Work cross-functionally with the US and Global Advocacy teams to identify, track, and share data and metrics, applying larger CARE MEAL frameworks for continuous learning and improvement.
  • Partner with advocacy colleagues to conduct quantitative and qualitative data analysis using CARE’s internal data (PIIRS) in response to strategic questions that can inform decision-making and generate evidence.
  • Conduct secondary data analysis (e.g., identify relevant publicly-available data, determine appropriate variables, and analyze basic descriptive statistics) to estimate the impact of CARE’s contributions to advocacy and systems-level change wins.

Knowledge Management

  • Tracks and organizes advocacy accomplishments against grant deliverables and organizational/department goals.
  • Assists in aligning metrics across grants and with CARE’s internal MEAL frameworks (e.g., Vision 2030 indicators, department goals, etc).
  • Supports use of Salesforce, including testing and socializing new features, training staff, and onboarding new team members
  • Supports and collaborates with the Advocacy teams in training and completing internal reporting requirements, including PIIRS, AIIR Tools, Learning Tour Feedback Reviews and Quarterly Performance Reviews (QPRs).

Supporting Grants Management for Advocacy

  • Conducts project management activities for developing and finalizing grant reports, project updates, grant applications, and pipeline opportunities
    Informs donor cultivation materials, donor updates, grant applications, and reports by identifying and sharing key advocacy data and findings
  • Supports fundraising initiatives, including research and content development for pitches and proposals
  • Supports updates to grant tracking materials including monitoring timelines, spending, and progress toward objectives and alignment with MEAL best practices
  • Supports management of multiple restricted grants, coordinating closely with grant managers

Communicating Learnings to Internal and External Audiences

  • Analyzes and presents data effectively in graphic and online formats to help reach CARE supporters, partners, donors and staff
  • In partnership with US and Global Advoacy advocacy leads, co-creates communication materials and thought leadership content for internal and external audiences on advocacy initiatives, including wins, learnings, reach, and impact data

QUALIFICATIONS:

  • Bachelor’s Degree or equivalent combination of education and work experience
  • Hybrid Position – Based in the D.C. Area
  • Self-starter who thrives in a fast-paced environment (multiple stakeholders, projects, deadlines)
  • Experience developing and implementing impact measurement activities.
  • Knowledge of data visualization, data analysis, and statistical software
  • Demonstrated MEAL experience, including knowledge of logic models, measurement frameworks, and impact evaluation
  • Project management experience
  • Proven written and oral communication skills
  • Highly skilled in cultivating and streamlining information for various audiences
