Contribute to the improvement/ restoring the lives of people affected by Bicol flooding.
Key activities in your role will include
Objective 1: Programming
- Take the lead in the conduct of water supply, sanitation (WASH) engineering assessments at field level, including analyzing, presenting, and reporting the results and recommendations to the Technical Team
- Participate in joint sector assessments, surveys, and evaluations to focus on water supply, sanitation (WASH) and its contribution and impact on the other sectors.
- Conduct regular water quality testing and monitoring of water facilities prior to and after the repair works and at the household level and provide feedback to the community and LGU.
- Apply and ensure Build Back Safer and Do No Harm principles in the designing planning and implementing construction activities.
- Guarantee that activities don’t contribute or impact the environment and the community such as construction waste, contamination of sanitation facilities to surface water and water points and among others.
- Monitor and secure functionality of WASH, if needed, replace parts or repair WASH to ensure continuous use.
- Ensure a good respect for working conditions while in the field, especially the respect to Action Against Hunger’s Code of Conduct and standard operating procedures for the area of operation and safety rules on the construction site.
- Issue and sign the work done certificates as per Action Against Hunger design.
- Conduct Capacity building for WASH Committee/BAWASA for the sustainability of built WASH facilities as well as water safety plan.
- Represent Action Against Hunger with different community stakeholders at field level.
- Maintain good communication with beneficiaries and partner organizations in the field.
Objective 2: Reporting, Monitoring, Accountability
- Monitor and report implementation of water supply, sanitation (WASH) and shelter.
- Archiving project technical documents systematically to facilitate organizational level learning, memory, and reporting.
- Consolidate annual technical reports of Action Against Hunger project teams and of partners.
- Prepare regular reports on the detailed progress of construction for the assigned sites.
- Ensure the quality and quantity of material at the field as per BOQs and according to waybills.
- Ensure safety procedures and rules are respected in the field by all workers.
- Support the conduct of 3rd party monitoring of WASH and shelter before turn-over to the community/LGU. Provide needed documents such as BoQs and Design to the monitors. Finding on the technical results of the monitoring should be readily addressed.
- Collection and achieving of SoVs’ based on the activities, indicators, and agreed format/tools and submit to Head of Project
- Ensure completeness and quality of construction work based on the work plan and schedules.
Objective 3: Finance and Admin responsibilities
- Prepare the daily workers payment sheet and payment documents for workers/contractors as needed.
- Support to line manager for timely submitting daily payments sheets.
- Organize day-to-day logistics, administration, and personnel activities.
- Manage all related program equipment and materials in close consultation with the logistics/procurement officer. Maintain and ensure proper project asset register.
Do you meet the profile required criteria?
- University/college graduate of civil engineering, or other relevant degrees, and technical qualification
- Licensed Civil Engineering
- Technical engineering knowledge of civil, structural, and/or water supply, sanitation (WASH), and shelter.
- Familiarity with the water supply, sanitation (WASH), and shelter humanitarian standards e.g. Sphere, Philippine Laws and LGU ordinances
- Familiar with water systems, chlorination, water testing and plumbing, and carpentry workloads
- Significant proven work experience in engineering (designing, preparation of BOQ and/or supervising) for water supply, sanitation, and shelter.
- Experience in implementing water supply, sanitation, and disaster risk reduction and livelihood infrastructures projects through Cash for Work modality is an asset, including supervising CfW workers.
- Familiarity with the local culture, ability to develop respect from a wide range of people, and strong ability to communicate effectively in line with WASH and shelter.
- At least three 3 years’ experience in humanitarian organization, especially in WASH and restoration
- With prior experience working in emergency, recovery and development works.
- With good working knowledge on how to use Microsoft Office package e.g. Word, Excel, Powerpoint, Outlook, and TEAMS.
- Proficiency in the use of AutoCAD and SketchUp
- Excellent English and Filipino
- Valuable prior experience in issues related to the promotion of gender equality and child rights or personal commitment to gender equality and child rights.
