1.INTRODUCTION:
About Expertise France:
Expertise France is a public agency part of the AFD Group, merging six agencies under the supervision of the French Ministries of Foreign Affairs and Economy and Finance with a strong inter-ministerial vocation. EF offers programme engineering and technical assistance by developing and implementing international cooperation actions worldwide. EF operates in various development and institutional cooperation fields, including safety and security reform, post-crisis/stability, public health, human rights, strengthening of institutions and NGOs, and governance.
Expertise France designs and implements projects which aim to contribute to the balanced development of partner countries, in line with the Sustainable Development Goals (SDGs) of the 2030 Agenda and the priorities of France’s external action.
2.DESCRIPTION OF THE PROJECT:
The overall aim of the IWEE project, financed by the Agence Française de Développement (AFD), is to contribute to the economic empowerment of Iraqi women and reduce gender inequalities by increasing their income. The objective will be pursued through three components: supporting the structuring of the female entrepreneurial ecosystem, supporting the creation of micro-enterprises and the development of existing businesses created by Iraqi women.
The IWEE project consists from 3 components:
Component 1 – Support women entrepreneurial ecosystem structuration .
Component 2 – Support the creation of micro-businesses run by women in Iraq.
Component 3 – Support the development of existing companies run by women in Iraq.
The objective of this assignment is to prepare a communication strategy, develop communication action plan and guidelines, visibility material, and Branding and Visual Identity for IWEE in coordination with ecosystem and communication officer and the team.
- Objectives of the Assignment
The primary goal of this assignment is to:
- Enhance project awareness, visibility and recognition.
- Ensure consistency in messaging and brand identity.
- Increase stakeholder engagement and visibility.
- Build a strong visual identity.
- Foster collaboration and alignment.
III. Scope of Work and Responsibilities
As part of the assignment, the communication expert will carry out the following activities:
1-Develop a IWEE Branding and Visual Identity:
Create IWEE branding guidelines and visual identity in coordination with an external graphic designer to oversee the production of visibility material. This will include a logo as well as a slogan reflecting the project locally and internationally (both Arabic, Kurdish- and English), as well as the overseeing of designing and printing material of factsheet, Rollups, banners, graphics, etc in accordance with Expertise France guidelines.
2- Develop an IWEE Communication & Visibility Strategy:
- Develop a comprehensive communication and visibility strategy aligned with the IWEE programme’s objectives and Expertise France and Agence Française de Développement (AFD) regulations to maximize its visibility and outreach setting the communication, including:
- Defining the desired outcomes and objectives of the communication efforts.
- Identifying and analyzing the target audiences for the communication campaign.
- Creating clear, engaging and tailored key messages and contents that resonate with the target audiences that highlight the IWEE programme’s goals, achievements and impact, directed to diverse audiences.
- Identifying the most appropriate communication channels (e.g., social media, email, press releases) to reach the international and local/national target partners / audiences.
- Create a comprehensive backage for Implementing partners on Expertise France communication guidelines and visibility products (including pictures and Videos) throughout the implementation
- Overall approach for communication efforts:
- Ensuring that the relevant C&V activities are included in all of KRI and Federal Iraq and that they are formulated and rolled-out in a way to reach the objectives set in the project log frame and Theory of Change.
- Ensuring consistency and alignment with the project’s overall goals and values.
- Defining metrics and methods to measure the effectiveness of the communication strategy.
3- Develop a Communication & Visibility Action Plan:
Develop the project communication action plan and its tools, outlining the specific activities, tasks, timelines, responsible parties, and resources required to implement the communication strategy, in consultation with the Ecosystem and Communication officer and project team.
A communication action plan will include:
- Develop a package for event preparation with specific details according to the project events plan.
- Listing specific tasks and activities including events that need to be completed to execute the communication strategy.
- Establishing milestones and deadlines for each task or activity to ensure timely execution of the plan to be implemented by the ecosystem and communication officer.
- Allocating necessary resources to support the communication efforts.
- Establishing monitoring and reporting mechanisms to track progress, assess performance, and report on the outcomes of the communication activities to be followed up by the ecosystem and communication officer.

- Required Qualifications and Skills
Desired Experience:
- Master’s or bachelor degree in Communications, Public Relations, Marketing, Journalism, international cooperation, or a related field.
- Proven experience (4+ years) in communications, public relations, or marketing, preferably in the context of development projects or international organizations.
- Proven track record of developing successful communication strategies and action plans for development agencies.
- Proven knowledge of the area of intervention: innovation, support for entrepreneurship, supporting the private sector and women economic empowerment.
- Strong understanding of audience segmentation and ability to tailor messages to different stakeholder groups.
Desired Skills:
- Excellent written and verbal communication skills, with exceptional attention to detail.
- Fluency in English and Arabic (read, written and spoken).
- Proficiency in utilizing communication tools, platforms, and technologies.
- Excellent organizational and project management skills with the ability to multitask and meet deadlines.
- Creative problem-solver with a results-oriented mindset.
- Familiarity with digital marketing, social media, and content creation is advantageous.
- Strong writing skills with the ability to craft compelling and clear messages for different audiences.
- Ability to work independently and collaboratively in a multicultural and interdisciplinary environment.
- Familiarity with the Iraq development landscape.
- Reporting and Coordination
- The expert will report to the ecosystem and communication officer and project manager.
- Regular meetings with the ecosystem and communication officer.
