THE NUCLEAR ENERGY AGENCY
The Nuclear Energy Agency (NEA) is an intergovernmental agency which operates under the framework of the Organisation for Economic Co‑operation and Development (OECD). It facilitates co-operation among countries with advanced nuclear technology infrastructures to seek excellence in nuclear safety, technology, science, related environmental and economic matters and law. The mission of the NEA is to assist its 34 member countries in maintaining and further developing, through international co‑operation, the scientific, technological and legal bases required for a safe, environmentally sound and economical use of nuclear energy for peaceful purposes. It strives to provide authoritative assessments and to forge common understandings on key issues as input to government decisions on nuclear technology policies.
THE POSITION
As governments around the world consider the future direction of their energy policies, many have concluded that building new nuclear energy capacity is critical to meeting objectives to ensure energy security in the long-term while meeting carbon reduction goals. As they do so, the availability of trained engineers, scientists and highly trained trade personnel presents significant challenges to many countries. The NEA is working with its members to undertake new efforts to enhance member country human resources to implement ambition nuclear energy deployment plans. The NEA Office of Policy and Co-ordination works with the Agency’s technical divisions to implement activities in this area.
The NEA seeks a dynamic, proven Multilateral Initiatives Project Manager to organise and propel the Agency’s cross-cutting efforts in the area outlined above. S/he will work under the supervision of the Head of the Office of Policy and Co-ordination and work directly with the Director-General and other senior officials of the Agency.
Job Description
Main Responsibilities
Analysis and Drafting
- Monitor the implementation of the multilateral initiatives on expanding skills and human capacities, education, training and related areas in the nuclear energy sector and conduct reviews of their ongoing implementation.
- Research information on national practices on expanding skills and human capacities, education, training and related areas in the nuclear energy sector.
- Contribute to policy briefs, press releases, background papers, presentations and other documents related to the multilateral initiatives on expanding skills and human capacities, education, training and related areas in the nuclear energy sector.
Implementation Support
- Support the Head of Policy and Co-ordination by taking a lead role in organising and implementing, strategies, analyses, stakeholder engagement, and fundraising in support of the expansion of nuclear technology-relevant human capacities.
- Provide support as appropriate to the NEA divisions and authorised bodies concerned with expanding skills and human capacities, education, training and related areas and ensure close co-ordination with the other units of the NEA and crosscutting areas with OECD Directorates as and when required.
Meetings, Representation and Liaison
- Maintain liaison and co-ordination with relevant national administrations and international organisations.
- Represent the NEA at conferences and international meetings, summarising relevant activities at the NEA, and provide reports on such events.

Qualifications
Ideal Candidate Profile
Academic Background
- An advanced university degree in a relevant field such as engineering, science, psychology, sociology or other social sciences, or equivalent social science professional training. University degree coupled with extensive professional experience will be considered.
Professional Background
- Three to five years of professional experience in planning and co-ordinating projects and studies in areas related to nuclear energy that are relevant to the mission of the Division, ideally with an organisation invloved in co-ordinating international activiities.
- Proven experience in interacting with a broad variety of stakeholders including national and international safety experts, policy experts, regulatory authorities and safety institutions and the public for developing consensus on nuclear safety priorities.
- Experience in setting achievable but aggressive goals and managing complex projects within a team and managing tasks and with strict deadlines and within budget.

Communication and Languages
- Fluency in one of the two OECD official languages (English and French) and knowledge of, or a willingness to learn, the other.
Contract Duration
- Two-year fixed term appointment, with the possibility of renewal.
- Depending on level of experience, monthly salary starts at 7 739 EUR, plus allowances based on eligibility, exempt of French income tax.

Salary information
Please note that the appointment may be made at one grade lower in the specified job family, based on the qualifications and professional experience of the selected applicant.
Selection Process
For retained candidates, written tests are foreseen early November 2024 and panel interviews are planned for end November 2024.
