Introduction

The ILO’s technical cooperation project in the State of Qatar began in 2018. Phase 1 (2018-2021) saw the introduction of a series of significant changes in law and policy to enhance the protection of the rights of migrant workers. Phase 2 (2021-2024) supported the implementation of the new legal and policy framework. The third phase of the project (2024-2027) will focus on consolidating these efforts and will also address a number of priorities that are emerging from the 3rd National Development Strategy, and the changing dynamics of the labour market in Qatar.

A number of the labour-related policy priorities identified in the National Development Strategy relate to the type of workforce that Qatar wants and needs, and include, inter alia, increasing the presence of nationals in the private sector, bolstering the number of women in the workforce, increasing the proportion of skilled workers, and attracting and retaining talent. Moreover, the protection of the rights of workers remains a priority. In that regard, implementing the labour laws and policies of the country requires effective labour market institutions that monitor working conditions and promote safe and healthy workplaces, that resolve disputes in a fair and timely manner, that review and adjust the minimum wage, that enable social dialogue, etc.

Given Qatar’s commitment to multilateralism and active role in the United Nations, the ILO is also building and expanding strategic partnerships with Qatari development partners to advance the decent work and social justice agenda in the region and globally, and also further enhancing cooperation with the large and growing UN presence in Doha.  

Role and Reporting lines:

  • The Programme Officer will support the alignment of the ILO Qatar programme with ILO global and regional outcomes; and oversee the monitoring and evaluation of the project. The incumbent will also provide support to the colleagues in the ILO Doha Project Office to ensure the effective delivery of the Technical Cooperation Programme. The incumbent will further foster partnerships with Qatari development partners and UN agencies, and promote specific components of the ILO decent work and social justice agenda.
  • The Programme Officer will report to the Head of the Doha Project Office / Chief Technical Advisor responsible for the project implementation, and will work closely with all staff in the Project Office. The Programme Officer will receive guidance from the Chief of the Regional Programming Unit in ROAS/DWT as well as from relevant departments in HQ.

Description of Duties

  • Under the supervision of the Chief Technical Advisor, ensure the alignment of the ILO Qatar programme with the ILO global and regional programme and budgetary objectives, through the periodic planning and reporting exercises. Ensure conformity with ILO policies and project strategies, ILO programming guidelines and action programs, and Office procedures and practices.
  • Overall monitoring and evaluation of the ILO Qatar programme, and support the monitoring and evaluation of specific interventions and activities to ensure results and impact.
  • Support the planning and implementation of internal evaluations and independent evaluations, as well as the annual report, strategic reviews, synthesis and thematic evaluations, and impact assessments in accordance with ILO’s evaluation policy and quality standards.
  • Co-ordinate aspects of knowledge management, including the documentation of good practices and lessons learned, the drafting of briefs, etc. Ensure that up-to-date information is easily accessible on the ILO website and internal platforms.
  • Co-ordinate, promote linkages and share best practices and lessons learnt with other relevant ILO projects/programs, ILO units and external stakeholders.
  • Identify linkages between the ILO Qatar programme and regional and global priorities, for regional and global reports and events, in coordination with the technical specialists in Doha.

Description of Duties (continued)

  • Under the guidance of the supervisor work, closely with Qatari institutions that support development assistance and programmes in the region and beyond, to identify opportunities and linkages with the ILO’s decent work and social justice agenda. This includes contributing to the development and maintenance of strategic partnerships, facilitating participation in high-level meetings, and engaging on resource mobilization for programmes.
  • Maintain working contacts and collaboration with other UN agencies in Qatar on areas of common interest.
  • Represent the Office in certain meetings and workshops, and organize and conduct briefings, seminars and workshops
  • Support the organization of events arranged by the ILO in Doha, in coordination with ILO colleagues and partners, and facilitate missions to Doha from ILO senior officials.
  • Undertake other duties as required.

Required qualifications

Education

  • Advanced university degree (Master‘s or equivalent) in a relevant field.
  • A first-level university degree (Bachelor’s or equivalent) in one of the afore-mentioned fields or other relevant field with an additional two years of relevant experience, in addition to the required experience stated below, will be accepted in lieu of an advanced university degree.

Experience

  • At least five years of relevant professional experience including at the international level, in programming. M&E and in the development of partnerships. Familiarity with ILO policies and procedures would be an advantage.

Languages

  • Full fluency in English. Proficiency in Arabic would be a distinct advantage.
