Who is the Danish Refugee Council?

Founded in 1956, the Danish Refugee Council (DRC) is a leading international NGO and one of the few with a specific expertise in forced displacement. Active in 40 countries with 9,000 employees and supported by 7,500 volunteers, DRC protects, advocates, and builds sustainable futures for refugees and other displacement affected people and communities. DRC works during displacement at all stages: In the acute crisis, in displacement, when settling and integrating in a new place, or upon return. DRC provides protection and life-saving humanitarian assistance; supports displaced persons in becoming self-reliant and included in hosting societies; and works with civil society and responsible authorities to promote the protection of rights and peaceful coexistence.

Displacement in the East and Horn of Africa region is consistently high, protracted, and dynamic. A combination of factors including conflict and violence, cyclical climatic shocks, and the growing threat of pandemic diseases are major triggers of displacement. Additional factors such as poor governance, food insecurity, environmental degradation, and poverty, underpin displacement in the region making it highly complex.

The search for durable solutions to the protracted displacement situation in East Africa and the Horn of Africa is a critical humanitarian and development concern. Displacement is a regional/cross-border issue with a strong political dimension, demanding a multi-sector response beyond the existing humanitarian agenda.

The Regional Durable Solutions Secretariat (ReDSS) was created in 2015 to maintain focused momentum and stakeholder engagement towards durable solutions for displacement-affected communities in East Africa and the Horn of Africa. ReDSS comprises 14 NGOs: Action against Hunger (French: Action Contre La Faim – ACF), ACTED, CARE International, Concern Worldwide, the Danish Refugee Council (DRC), the International Rescue Committee (IRC), INTERSOS, Mercy Corps, the Norwegian Refugee Council (NRC), Oxfam, the Refugee Consortium of Kenya (RCK), Save the Children, World Vision, the Lutheran World Federation (LWF). DRC, IRC, and NRC form the ReDSS steering committee.

Purpose of the consultancy

The Danish Refugee Council based in East Africa on behalf of ReDSS, DRC wishes to engage the services of an audit firm to audit the project both performance and financial (Resilience, Health, and Rights in Northern Kenya as stipulated under the contract with the Danish Red Cross and annexes therein between Danish Refugee Council and Danish Red Cross. The audit shall be carried out by an external, independent, and qualified auditor.

Objective of the consultancy

The objective is to audit the project performance and financial report for the period January 1, 2024, to December 31, 2024, before submission to the Danish Red Cross and to express an audit opinion according to ISA 800/805 on the project performance and financial report of the Project. The Financial Information of the project/program shall be audited in accordance with International Standards on Auditing (ISA 805) “Special Considerations Audits of Single Financial Statements and Specific Elements, Accounts or Items of a Financial Statement” as stipulated in the donor’s terms of reference Annex G – DRC Project Audit Instructions.zip

The audit report is for the sole use of the Danish Refugee Council and the Danish Red Cross.

The direct project expenditure is Estimated at KES 6,500,000 for the period under review.

Deliverables

The Consultant will submit an audit report for the project by email and a bound hard copy.

Duration, timeline, and payment

The 2024 audit (Year 2) will be expected to take place over 20 days from 1st February 2025. The proposed number of days includes the submission of the draft audit report.

Payment will be made after satisfactory completion of the assignment.

The selected consultant will work under the supervision of the DRC compliance team and Finance team led by Bonface Ombima:

Location and support

The financial audit will be carried out in the Danish Refugee Council Nairobi, Regional office along Lower Kabete Road, Nairobi. The required documents and/or information will be availed to the auditor before/during the audit exercise.

TERMS & CONDITIONS

The auditor must be completely impartial and independent from all aspects of the management or financial interests of the Danish Refugee Council.

DRC will evaluate proposals and award the assignment based on technical and financial feasibility in line with DRC Procurement guidelines. DRC reserves the right to accept or reject any proposal received without disclosing reasons to applicants and is not bound to accept the lowest bidder.
