Overview
The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in low-and middle-income countries. We work at the invitation of governments to support them and the private sector to create and sustain high-quality health systems.
CHAI was founded in 2002 in response to the HIV/AIDS epidemic with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. With each new and innovative program, our strategy is grounded in maximizing sustainable impact at scale, ensuring that governments lead the solutions, that programs are designed to scale nationally, and learnings are shared globally.

In India, CHAI works in partnership with its India registered affiliate William J Clinton Foundation (WJCF) under the guidance of the Ministry of Health and Family Welfare (MoHFW) at the Central and States’ levels on an array of high priority initiatives aimed at improving health outcomes. Currently, WJCF supports government partners across projects to expand access to quality care and treatment for HIV/AIDS, Hepatitis, tuberculosis, COVID-19, common cancers, sexual and reproductive health, immunization, and essential medicines.

Background
According to the World Health Organization’s Global TB report 2023, an estimated 10.6 million people fell ill with tuberculosis (TB) in 2022 and ~1.3 million succumbed to it. India accounted for the most people suffering from TB, with 27% of the cases and 26% of mortality. The National TB Elimination Program (NTEP), headed by the Central TB Division (CTD), MoHFW, is an expansive public health program with the ambitious goal of eliminating TB in line with the mandate of the Sustainable Development Goals.
WJCF is supporting the CTD, and state health departments of more than 15 states in this. WJCF’s TB program has been operational since 2012, and its interventions address several program areas, including preventive therapies, case detection, access to diagnostics, engagement of the private sector, and more. It also lends technical support to Governments across a range of themes- strategic planning, data analytics, monitoring and evaluation, patient management and delivery of services.
Anti-TB treatment (ATT) requires many months of daily chemotherapy using multiple drugs. CTD procures these drugs centrally and distributes them to states for free provision to patients. Supply chain functions such as demand estimation, procurement, stocking, transport, and inventory management are crucial for ensuring that patients are receiving drugs regularly. Given the numerous drugs, supply chain nodes, and actors involved, these high-complexity processes require careful planning and execution.
WJCF is embarking on an urgent and impactful evaluation of the TB drugs demand and supply dynamics on behalf of CTD. This work will seek to understand the root causes behind the supply and access challenges in India and to develop strategies for equitable and sustainable access to TB drugs by exploring key market dynamics, manufacturing, procurement, and supply chain aspects.
Role Overview
WJCF is seeking a highly motivated individual with demonstrated consulting or industry experience in pharmaceutical supply chains, public procurement, or Indian pharmaceutical markets.
Responsibilities
- Gather information on supply capacity and challenges in market participation from manufacturers and pharmaceutical associations.
- Evaluate quality of public procurement process through review of tender documents and interviews with procurement personnel.
- Document best procurement practices from Indian states and successful international public health programs.
- Analyze data and collate information from wide array of databases, including pharmaceutical sales data, drug export-import data, Global Drug Facility drug supply data, etc.
- Synthesize insights from multiple workstreams and develop recommendations for time-bound policy reform and industry support.
Qualifications
- Applicant should hold a Bachelors degree in Engineering, Pharmacy, Business Administration from a top tier college or a Masters degree in Business Administration, Logistics, Industrial Engineering, Operations Management from a top tier management institute.
- Three or more years of relevant consulting or industry experience with pharmaceutical supply chain, government procurement of goods and services, and / or pharmaceutical markets.
- Exceptional analytical (qualitative and quantitative) and fact-finding skills related to procurement, cost optimization, supply chain management.
- Ability to independently handle workstreams and meet deliverables in a fast-paced environments.
