UNDP’s partnership with the Global Fund (GF), in line with, UNDP’s HIV, Health and Development Strategy 2022-2025: Connecting the Dots, makes a vital contribution to UNDP’s Strategic Plan 2022-2025, the 2030 Agenda for Sustainable Development and the pledge to leave no one behind.   When requested, UNDP acts as interim Principal Recipient (PR), working with national partners and the Global Fund to ensure management, implementation and oversight of GF grants, while simultaneously strengthening health institutions and systems for national entities to assume the PR role over time.

In Bissau, the Ministry of Health and UNDP have had a long-standing, strategic partnership for health service delivery through Global Fund grants. UNDP is the designated Principal Recipient for the Malaria Grant for the period 2024-2026, in partnership with the Ministry of Health and its national malaria programme, other Government and UN agencies, and in collaboration with bilateral donors and International Financing Institutions.

To help the UNDP Health Team deliver health activities in a timely and quality-assured manner, while complying with UNDP and Global Fund rules and regulations, UNDP Bissau is recruiting a Project Analyst, Community Health  to join the Program and M&E unit.

Duties and Responsibilities

Support the implementation of the community health activities, such as training, supervision, payment of Community health workers, working closely with the Ministry of Health and other partners.

Strategic and policy work:

  • Provide specific technical expertise on National Community Health policies and strategies and other issues including gender and equity initiatives; contribute to strategy updates with the Ministry of Health and other partners.
  • Support the implementation of the Community Health national strategy, including promoting better gender-balance among community health workers, and increasing the uptake of health services at community level, especially for malaria testing and treatment.

Supervision and partnerships :

  • Conduct regular field visits to monitor quality of services and interventions;
  • Establish active and participatory partnerships with partners from government, UN agencies, NGOs, multi lateral agencies.

Monitoring:

  • Monitor the implementation of the activities planned and budget, address any bottle necks to ensure timely implementation. Ensure that community health workers are paid on time and receive the trainings and equipment they need to perform their work.
  • Ensure quality and timely data related to community health are available, contribute to reporting requirements to donors.
  • Document and disseminate lessons learned.
  • Explore opportunities and propose ideas to set up a community led monitoring system of health services.

Other responsibilities:

  • Assist supervisor and other colleagues in the search for quick solutions to problems identified in the implementation of the National Community Health Strategy.
  • Participate in meetings as demanded, both internal and external.
  • Be available for travel up to 50% of the time, for field supervision.
  • Provide administrative support to the unit, as required by the workload, particularly related to daily incoming communication from partners.
  • Perform other duties as assigned by supervisor.

Key Results:

  • Timely, regular data-driven analysis for effective prioritization, planning, development and results-based management for scaling-up specific Community Health interventions.
  • Technical and operational guidance provided to supervisor, contributing to Project policy and strategy set up of decentralized interventions.
  • Effective knowledge reporting, through documentation and dissemination of lessons learned and implementation of appropriate capacity building activities, as per the supervisor guidance.
  • Effective communication and networking with related government and non-government partners.

4.   Institutional Arrangement: 

The  Project Analyst Community Health  works under the supervision of the Community Health and Health System Strengthening Specialist, in the Program and M&E unit of the Health Team.

Required Skills and Experience
Education:
  • University degree (Master degree or equivalent)  in public health, nursing, medicine, management or relevant related field is required Or
  • A first level university degree (Bachel or’s degree) in the areas mentioned above in combination with 2 additional years of qualifying experience will be given due consideration in lieu of the advanced university  degree.
Experience:
  • Applicants with Master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience. Applicants with a Bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience at the national or international level in the Community Health, public health or a relevant related field
  • Proven knowledge of national health system and community health systems and strategies.
  • Proven knowledge in Word, Excel, PowerPoint, Internet and associated tools.
  • Proven Ability to represent UNDP at technical level, within national and other development partners;
  • Proven Ability to process qualitative and quantitative data and produced corresponding reports and recommendations.
  • Proven Ability to monitore work plan and budget implementation
  • Quantum knowledge would be an advantage.
  • Experience ininterpersonal communications and teamwork;
  • Experience in Rights-based approaches and humanitarian principles;
  • Availability to travel across the country up to 50% of the time;

Languages

Fluent in Portuguese and English/or French (spoken and written)is required
Knowledge (spoken) of Creole is required
Working knowledge of another UN language is desired
