ORGANIZATIONAL CONTEXT:
This job is based in the World Food Programme (WFP) Ethiopia Country Office (ETCO) and the jobholder typically reports to the international Deputy Head of Operations—Downstream and is part of the Logistics Operations unit in Supply Chain. Job holders are likely to be working closely with a more experienced professional staff member receiving guidance and regular feedback on work performed.
PURPOSE AND BACKGROUND:
WFP Ethiopia operations have continued to evolve in terms of volume, geographical coverage, and complexity, especially with the increasing food insecurity and worsening security situation inside the country, resulting in WFP providing food assistance to more than 4.7 million beneficiaries under various food assistance activities in 2024. Accordingly, WFP Supply Chain has been required to devise and establish an agile and effective Supply Chain strategy and capacity to address the dynamic and rapidly evolving environment and ensure all food commodities reach intended beneficiaries. The Logistics Officer, Transport will contribute to daily planning and coordination of WFP Ethiopia commercial transport operations including team management.
KEY RESPONSIBILITIES:
1. Manage preparation of operational planning for both inland and overland commercial transport activities, determining allocations for WFP Fleet and commercial transporters based on cost analysis and operational needs.
2. Guide and supervise Supply Chain staff, providing guidance in accordance with WFP Transport and Logistics manual procedures. Manage commercial transport staff, setting objectives in accordance with the Operations RACI structure, conducting performance appraisals, and other supervisory duties.
3. Update and adapt the responsibilities and tasks of the Transport team (RACI) focusing on efficiency and processes accountability.
4. Being Accountable for the WFP Ethiopia Transport unit within the Country Office as well as with external counterparts (Djibouti Country Office, Berbera port office, Ministries, commercial entities, other agencies, etc.)
5. Ensure high performances of the transport within the complex network of the WFP Ethiopia Supply Chain (security, Overland/Inland, Physical Access, Convoys, etc.)
6. Contribute towards the development of logistics plans and processes ensuring compliance with WFP logistics policies and procedures.
7. Support or manage logistics projects or operational activities following standard processes and contributing to the effective delivery of food assistance to beneficiaries.
8. Collect and analyze data through research and networking with colleagues to recommend actions to senior staff to improve performance of transport operations.
9. Contribute to ETCO logistics objectives by providing technical support and guidance to other units and sub-offices for both supply chain staff (Sub-Offices, Procurement, Logistics Cluster) and other units (Programme, Management, Risk, etc.)
10. Perform operational transactions in WFP Logistics Execution Support System database in accordance with WFP policies and ensuring accuracy and financial accountability.
11. Oversee and contribute to preparation of accurate and timely reporting, including Transport Key Performance Indicators (KPIs), supporting a WFP-wide view of logistics activities that enables informed decision-making and consistency of information presented to stakeholders.
12. Identify and build productive relationships with Supply Chain colleagues and staff within the area of assignment to support an integrated approach to food assistance.
13. Support the capacity building of WFP staff and partners for efficient and effective delivery of food assistance to beneficiaries (e.g. through the design and review of training materials).
14. Follow emergency logistics preparedness practices, participate in preparation of ETCO Logistics Capacity Assessment (LCA), to ensure WFP can quickly respond and deploy food and needed resources to affected areas at the onset of the crisis.
15. Participate in the on-going review of internal processes and procedures and identify ways to increase the day-to-day efficiencies.
16. Perform all other related or assigned activities as required.
MINIMUM QUALIFICATIONS:
Education: Advanced University degree or first university degree in Supply Chain, Logistics, Business Management, or other related field, or First University degree with additional years of related work experience and/or training/courses.
Experience: At least three years of professional and relevant work experience in a humanitarian organization or for-profit corporation and managing logistics operations and staff.
Knowledge & Skills:
- Experience in commercial and/or humanitarian transportation sectors.
- Experience in managing a team or staff.
- Experience monitoring and reporting on transport and freight market conditions and trends.
- Experience in dealing with shipments and clearing imports/exports with customs officials.
- Experience coordinating procurement and transportation processes with other units/ teams.
- Experience working with corporate systems (databases, software, transport management systems).
Language: Fluency in oral and written communication in English and Amharic.
