Functional Responsibilities
The RBM Partnership to End Malaria is looking for a skilled consultant to coordinate its initiative targeting the Francophone community. This initiative aims to engage French decision-makers, influencers and malaria elimination champions in francophone malaria-endemic countries on the urgent need for increased malaria financing, amidst challenges such as scarce funding, gender inequalities, biological resistance to insecticides and parasites, and the impacts of climate change.
Objectives:
1. Engage French decision-makers and African Francophone Countries: Advocate for ambitious malaria financing to address the current funding gaps and challenges in malaria elimination.
2. Coordinate Advocacy and Strategic Communications Activities: Mobilize and coordinate partners and stakeholders to raise awareness and advocate for malaria financing with key target countries and their representatives.
3. Lead Side Event and Communication Activities: Plan and execute side events and communication strategies to amplify the initiative’s messages as required.
4. Integrate the Francophonie engagement with the Team Zero Malaria Initiative and the broader Zero Malaria Starts with Me movement: Build on the outcomes of « Team Zero Malaria » and the Zero Malaria Starts with Me movement in African Francophone countries to elevate the voices of malaria-elimination champions from all sectors of society and to advance advocacy and resource mobilization efforts.
Scope of Work:
1. Stakeholder Engagement:
– Identify, map and engage key stakeholders including French authorities and decision-makers, heads of states from Francophone malaria-endemic countries, NGOs, and other relevant partners.
– Develop and implement a strategy document aiming at securing commitments for increased malaria financing.
2. Coordination and Partnership:
– Facilitate the coordination of RBM partners and the Secretariat Team to ensure aligned and effective advocacy efforts.
– Facilitate regular communication and collaboration among partners to streamline activities and messaging.
3. Advocacy and Strategic Communications:
– Design and implement advocacy campaigns to raise awareness about the critical need for malaria financing.
– Prepare strategic communications materials, briefs, talking points, speaker and moderators’ guide, and communication products to support engagement efforts.
– Develop a communications strategy for OIF side events including traditional and social media engagement, a partners’ toolkit, and social media assets in both French and English.
– Organize and manage side events at outreach events to highlight malaria challenges and financing needs.
4. Reporting and Documentation:
– Provide regular updates to the RBM Partnership on the progress of the initiative. – Document key activities, outcomes, and lessons learned to inform future advocacy efforts.
Key Deliverables /Measurable Outputs
Engagement Plan: A detailed plan outlining strategies, action and Impact-based M&E plan for engaging French decision-makers and Francophone malaria-endemic countries.
Coordination: Tailored scheduling of coordination calls with relevant partners.
Advocacy and Strategic Communications Materials: A comprehensive set of advocacy materials including briefs, speakers’ and moderators’ notes, presentations, and communication products. More specifically:
o Traditional and social media engagement plan
o Partners’ toolkit
o Press release
o Social media assets
Side Event Plan: A detailed plan and execution strategy for side events during the Francophonie Summit.
Progress Updates: Monthly progress update detailing activities undertaken, stakeholder engagements, and outcomes achieved. This could also be done through a call with the relevant RBM counterparts.
Final Report: A final report summarizing the initiative’s impact, key achievements, and recommendations for future advocacy efforts.
Education/Experience/Language requirements
Education
- A Master’s degree preferably in International relations, political science, advocacy, communication, international relations, journalism, law, international development, public administration, public health, social science or another relevant field is required.
- A Bachelor’s degree will be accepted with an additional 2 years of relevant experience may be accepted in lieu of the requirement of a master’s degree.
Experience
Required:
-
7 years of experience in coordinating multi-stakeholder initiatives and partnerships, with experience in developing and implementing advocacy strategies

Within the required 7 years of experience, 4 years experience in organization and project management with strong communication and interpersonal skills

Proven track record in advocacy, public health, and international development, with a focus on malaria or related fields.
Desirables:

Experience working in a developing country or malaria-endemic country.

Experience working remotely and collaborating with personnel located in other geographical locations.
Language Requirements:
- Proficiency in both French and English (reading, writing, speaking) is required.
